The Tender process is based on the open procedure applicable to contracts that exceed the EU procurement threshold. The Call for tender was published in the HILMA public contracts and TED portal.
The process steps are:
1. Call for tender
2. Tenderers queries related to Call for tender and procurement unit's responses
2. Submission of Tenders
3. Opening the Tenders
4. Inspecting the minimum suitability requirements of candidates according to the ESPD form.
5. Possibly verifying the information given by the candidate(s) on the ESPD form.
6. Inspecting that the Tenders meet the mandatory requirements set in the Call for tender
7. Comparison of Tenders
8. Making and announcing the contract award decision
9. Verifying the information given by the awarded Tenderer on the ESPD form, unless done previously (point 5. above).
10. Making the procurement contract.
A procurement contract is only created after a written agreement is signed.
Both Verohallinto and Digi- ja Väestötietovirasto are using Handi-palvelu electronic system for orders and invoices. Tenderer shall be able to receive electronic orders from aforementioned system and also be able to deliver electronic invoices with order and/or contract number recognized by aforementitoned system.
As appendix of invitation to tender is description of Handi-palvelu.
