Hankintaviranomaisen sopimukselle antama nimi: Evaluation of the Effectiveness and Impact of Capacity Building through Training Programmes. The main purpose of the evaluation of the above training activities is to assess the effectiveness of the various type of training courses as aid instrument. The focus of the evaluation should not be solely on the results and outcomes achieved through the activities but also on the conseptual evolution of this aid instrument. The evaluation shall assess and compare the possible differences in effectiveness and impact of the various type of training. The evaluation could also explore - to the extent possible - how the impact of training interventions have evolved as a reflection of changes in a larger context. The main objective is •enhanced knowledge about the effectiveness, impact and limitations of the training programs on individual and institutional level, including possible impact on macro-level-issues like sectoral policies. •improved and informed approach to capacity building through short/long-term training.
