Databases and integrated database analysis tool

Ministry of Economic Affairs and Employment of Finland (hereinafter also "MEAE") requests tenders for providing and producing access to economic time series database. The service and its database will be one of the main data sources for the analysis conducted in the MEAE and its departments and units.
The Service and its database will be applied in monitoring, analysing, forecasting and charting of labour markets; product markets; financial markets; energy markets; environmental development; regional economic development; international trade; macroeconomic developments, including public revenues and expenditures; structural data on enterprises; demography and socio-economic wellbeing of population. The service and its database will be used also for international comparisons and it has to cover comprehensive list of countries and time series. The Service needs to provide access to the most recent data on each topic. For above mentioned topics The Service shall include the following databases at minimum: OECD, Eurostat, IMF, ECB, Word Bank, European Commission, UN, IEA, JODI.
The Service has to include tools for searching and visualizing data, making transformations and applying other analysis tools for time series. The Service also needs to enable export of data and graphics, including smooth connection to MS Office environment (Excel, Word, PowerPoint). The Service has to include possibility to import specific MEAE data into the database and apply database analysis tools for that data.
MEAE intends to procure access to an economic and financial time series database service for 8-12 designated users. The estimate is a nonbinding estimate.
The procurement unit withholds the right not to accept tenders from tenderers from countries that are not mandatory to accept based on international regulatory obligations such as GPA.
