Finn Church Aid (FCA) is procuring global security services with the scope of the service divided into four parts:
Part 1: Global Security Manager based at the Head Office in Helsinki
Part 2: Africa Regional Security Manager based in East Africa
Part 3: In-country Security Manager based in Ukraine
Part 4: In-country Security Manager based in Somalia
For all parts, a 24/7 in case of emergency service will be included to the contract.
The tenderer may bid for only one or several parts of the procurement.
Due to the nature of the services in question, this procurement is done with a restricted tendering method. Only selected tenderers meeting the pre-qualification criteria are invited to take part to the tendering stage.
This procurement is a Service procurement exceeding the EU threshold value. The estimated value for the entire procurement is c. 1.000.000 EUR.

Reason for suspension: The tender is suspended on the basis of multiple errors in the Invitation to Tender. These include but are not limited to: - Missing insurance and liability clauses in the eligibility criteria; - Lack of detail in lot-specific eligibility and contract award criteria, including context-specific experience; - Exclusion of lot-specific contracts including terms for replacing the nominated persons; - Exclusion of interviews as an evaluation criteria; - Division of lots and the duties involved. The tender will be re-advertised in September 2023 with revisions on the technical requirements, contract terms and contract award criteria where errors were detected.
