Framework agreement for Shop Inspection, Repair and Testing Services for Pratt & Whitney and Rolls-Royce gas generators

The object of the procurement is a framework contract arrangement for shop inspection, repair, and engine testing services for the Pratt & Whitney and Rolls-Royce gas generators utilized at the reserve power plants owned and operated by Fingrid Oyj in Finland.

The object of the procurement is divided into two (2) parts:

Part 1: Shop inspection, repair, and engine testing services for the Pratt & Whitney JT4 and GG4 gas generators 2022 - 2026.

Part 2: Shop inspection, repair, and engine testing services for the Rolls-Royce Avon gas generators 2022 - 2026.

Both parts 1 and 2 are framework contract arrangements and the client aims to sign a framework contract within each part with all suppliers who fulfil the minimum requirements set in this invitation to participate. A supplier may apply for participation in more than one part. If less than two (2) suppliers are qualified for either part the client may opt to not sign a contract with any suppliers within this part.

The services shall be ordered on as needed basis through setting up mini-competitions with the selected suppliers within each part. The supplier providing the overall most economically advantageous tender in the mini-competition shall be chosen.

The scope of work for each mini-competition shall vary, but will typically include the following services:

1. Receipt of work, inspection, documentation and compiling of an initial report;

2. Full disassembly, inspection and initial condition assessment and cost estimate for component repairs or replacements;

3. Required component repairs and replacements;

4. Re-assembly including all expendable items, single life items and consumables;

5. Engine testing, dispatch and documentation;

6. Preparation for shipment and packing in std. container

The framework contract does not oblige Fingrid to purchase services from those suppliers admitted to the framework contract arrangement.

INVITATION TO PARTICIPATE

This Invitation to Participate has been launched launched in May 2022. Interested parties are invited to send an application to Participate: Deadline to provide Application see IV.2.2.

APPLICATIONS AND THEIR EVALUATION

All candidates, who have submitted the application within the set deadline and who meet the minimum requirements set for the candidate’s eligibility will be selected to the negotiated procedure.

INVITATION TO NEGOTIATE

The candidates selected as tenderers shall be in receipt of an invitation to negotiate and preliminary schedule of negotiations, app. in June 2022. A preliminary Request to tender will also be enclosed to the Invitation to negotiate.

NEGOTIATIONS

The preliminary time for negotiations is during June 2022. Fingrid shall conduct negotiations separately and equally with each party. The purpose of the negotiations is to finalize the Request to tender.

CALL FOR TENDER

After the negotiations Fingrid shall send the Final Request to tender to the tenderers . Estimated time for this is in June 2022, and deadline of submission of tenders by the tenderers, approximately in July 2022.

EVALUATION OF FINAL TENDERS AND CONTRACT AWARD

Fingrid aim to finalize the procurement process during August 2022. Before evaluation of the submitted tenders, Fingrid shall verify that the tenders and the services tendered fulfill the requirements of the Request to tender. Tenders contrary to Request to tender shall be excluded from the comparison. The intention is to sign the frame work agreements during August 2022.
