Overhaul of GEC EA2 power turbines

This procurement consists of overhaul of one (1) GEC EA2 power turbine, Kristiina unit 2.
The overhaul of Kristiina unit 2 will take place in 2022
In addition to this, overhaul of one (1) GEC EA2 power turbine, Huutokoski unit 1 and one (1) GEC EA2 power turbine Huutokoski unit 4, shall be quoted as mandatory options 1 and 2 (“Options”).
The schedule for executing these options shall be decided later, but are preliminarily planned for years 2023 and/or 2024.
The preliminary scope of supply for Kristiina unit 2 overhaul consists of:
1) Disassembly of the power turbine to a level in which the rotor discs and stator vanes are removed from the unit
2) Inspection of all relevant parts, components and assemblies. Measurement and record of relevant clearances and dimensions
3) Supply and replacement of all consumables and one life components
4) Supply and replacement of all other potentially required spare parts
5) Repair of any damaged parts, components and assemblies
6) Reassembly of the unit
7) Commissioning
The same scope of supply shall be quoted for the Options.

GENERAL

Fingrid Oyj is the national electricity transmission system operator of Finland.

Fingrid owns and operates ten (10) reserve power plants for electricity transmission grid protection application. Two (2) of these power plants are based in total on six (6) GEC EA2 power turbines ("EA2").

With this invitation to participate Fingrid is looking for capable and interested candidates to the service described in this document.

PRELIMINARY SCHEDULE OF THE PROCUREMENT

Fingrid will use the negotiated procedure for this procurement. The negotiated procedure will tentatively go as follows. Fingrid, however, reserve all rights to revise and edit the schedule during the process.

INVITATION TO PARTICIPATE

This Invitation to Participate has been launched in November 2021.

Interested parties are invited to send an application to Participate: Deadline to provide Application see IV.2.2.

APPLICATIONS AND THEIR EVALUATION

All candidates, who have submitted the application within the set deadline and who meet the minimum requirements set for the candidate’s eligibility will be selected to the negotiated procedure.

INVITATION TO NEGOTIATE

The candidates selected as tenderers shall be in receipt of an invitation to negotiate and preliminary schedule of negotiations. Fingrid aims to send the invitations to negotiate in December 2021. A preliminary Request to tender will also be enclosed to the Invitation to negotiate sent to the tenderers.

NEGOTIATIONS

The preliminary time schedule of negotiations is during December 2021 - January 2022. Fingrid shall conduct negotiations separately and equally with each party. Fingrid shall not reveal confidential information of the negotiating party without permission from the party in question.

Suggested plans and draft request to tender with its annexes are elaborated during negotiations. The purpose of the negotiations is to finalize the Request to tender.

Negotiations may cover all the solutions and conditions concerning the services to be provided.

Fingrid shall inform the negotiating parties about termination of negotiations.

Negotiations will most probably, due to the ongoing COVID-19 situation, be held through teams-application or similar conference call program.

CALL FOR TENDER

After the negotiation stage Fingrid shall send, to the tenderers, in writing, the Final Request to tender. Estimated time of sending such a request to the tenderers is in January 2022, and deadline of submission of tenders by the tenderers, is approximately February 2022.

EVALUATION OF FINAL TENDERS AND CONTRACT AWARD

Fingrid aim to finalize the procurement process during February-March 2021. Before evaluation of the submitted tenders, Fingrid shall verify that the tenders and the services tendered fulfill the requirements of the Request to tender. Tenders contrary to Request to tender shall be excluded from the comparison. Comparison of eligible tenders that fulfill the requirements of the Request to tender shall be conducted in accordance with the selection criterion for the contract stipulated in the Request to tender. The intention is to sign the contract during March 2021.
