FinnHEMS Oy is 100 % owned by the State of Finland. FinnHEMS is a non-profit organisation for providing the helicopter emergency medical services (‘HEMS’), helicopter bases and related infrastructure as well as processes for the University Hospital Districts. This RFQ concerns FinnHEMS Oy and its subsidiaries, when any of the daughter or sister companies may act as a purchasing party of the intended contract.
Skärgårdshavets Helikoptertjänst Ab (SHT) is a helicopter AOC (airline operator certified) operator focusing only on HEMS operations in Finland. SHT has its own CAMO approval (FI.CAMO.0007), but no Part 145 approval. SHT if 100 % subsidiary of FinnHEMS Oy.
SHT will start operating on the Northern Finland HEMS bases in Kuopio, Oulu and Rovaniemi in February 2022. For this, a maintenance contract for the three bases and four helicopters (one will act as a spare unit) is needed. CAMO activities are performed by SHT.
The contract is intended to be signed by October 2021.

The contract is intended to be signed by October 2021.
The maintenance contract shall include for the air frame, engines and components at least, but not limited to, the following actions:
1) 24/7 AOG support for all HEMS bases;
2) Daily inspections performed by a licensed mechanic every 72 hours;
3) Line maintenance including defect rectification, performed on the HEMS bases in Finland;
4) Base maintenance;
5) Component support services;
6) Spare parts needed.
When in addition to the other requirements
— all helicopters shall be covered with ‘Parts-by-hours’ contracts both for the Airframe and the Engines;
— a maintenance contract that covers the provisions in EASA Part CAMO, Appendix IV to AMC1 CAMO.A.315(c) will be signed;
— experience in maintaining twin engine helicopters in challenging HEMS environment is required.

Osallistumisehdot
Kelpoisuus harjoittaa ammattitoimintaa:
1) EASA Part 145 approval is a mandatory requirement;
2) Capability of maintaining Airbus Helicopters Deutschland MBB BK117 D2/D3 helicopters must be in the approval on October 2021 at the latest.
Tekninen ja ammatillinen pätevyys:
Experience in maintaining twin-engine helicopters in challenging 24/7/365 readiness environment is required.
The following requirements are mandatory to meet for the applicants:
1) References of services (line and base maintenance) of minimum two (2) operators having a fleet of minimum three (3) helicopters and a 24/7/365 service with a readiness of being airborne within 15 minutes, day or night, during the last three (3) years. (eg. HEMS);

2) References of base maintenance (eg. 12-month, 400/500 hours or 800/1000 hours inspections) of 10 twin engine helicopters annually during the past 3 years;
3) Ability to store spare parts needed for critical 24/7/365 operations;
4) Minimum availability of PART 66 B1.3 and/or B2.0 licensed helicopter mechanics is 15.
