Full Flight Simulator (FFS) and, or Flight Training Device (FTD) Capacity for Airbus H145 — Dry Lease Crew Training
FinnHEMS Oy
FinnHEMS Oy is 100 % owned by the State of Finland. FinnHEMS is a non-profit organisation for providing the helicopter emergency medical services (‘HEMS’), helicopter bases and related infrastructure as well as processes for the University Hospital Districts. This RFQ concerns FinnHEMS Oy and its subsidiaries, ie. (FinnHEMS Lentopalvelut Oy), when any of the daughter or sister companies may act as a purchasing party of the intended agreement.
FinnHEMS Oy is setting this RFQ for acquiring hourly capacity at FSTD owners' premises for its crew training purposes (Dry Lease).
The required FSTD type in details:
1) European Aviation Safety Agency (EASA) certified level D full-flight simulator (FFS) H145 with minimum STEP 2 Helionix. The simulator shall be NVIS certified and compatible for NVG operations; and/or
2) EASA-FSTD H145 FNPT II/MCC/FTD-3
FinnHEMS reserves the right to reserve 75 % for issue 2 on estimated yearly total hours, or 25 % - 100 % for issue 1 depending on availability of such simulators.
The yearly estimate of hours is 700 with the current fleet, however, two new bases are planned for the agreement period that might increase the hourly volume.

The contracting entity has decided to suspend the procurement. During the tender, incompleteness was found in the contract notice. That was caused by a contracting entity when the criteria for evaluation has been set.
The comparison criteria were incomplete and did not describe the actual cost impact of the acquisition on the contracting entity. According to law and case-law, the contract notice and invitation to participate cannot be essentially change by a correction notice.
Based on the above, the contracting entity has a real and justified reason mentioned in section 125 of the Procurement Act to suspend the procurement procedure. A separate decision will be made to suspend the procurement. The contracting entity will publish a new procurement notice for the procurement.
