FINAVIA: Flight Information Display System (FIDS) solution for all Finavia airports

The main objective for the FIDS solution is to provide accurate and up-to-date flight information to passengers, easy wayfinding across the airport and facilitate passengers processes by providing instructions and guidance.
Finavia is seeking offers for the renewal of the FIDS solutions at Helsinki-Vantaa and 20 regional airports. Helsinki-Vantaa airport and the regional airports currently operate different FIDS solutions. Finavia aims at implementing a single solution to improve efficiency and uniformity across the airports.
The first phase of implementation is planned to begin in Q2/2022.

This procurement procedure will follow the preliminary schedule of deadlines to Candidates/Tenderers: 18 June 2021 — Questions concerning the procurement procedure and material by 16.00 Finnish time. 24 June 2021 — Answers to questions concerning procurement procedure are published in Supplier portal. 9 July 2021 — Submitting the Request to Participate by 16.00 Finnish time 6 August 2021 — Selection of the Tenderers published. 13 August 2021 — Invitation to Negotiate is published. 6 September 2021 — Negotiations start. 19 October 2021 — Negotiations end. 26 November 2021 — Final Invitation to Tender stage starts. 10 December 2021 — Submitting questions concerning the Final Tenders by 16:00 Finnish time. 17 December 2021 — Answers to questions concerning the Final Tenders are published in Supplier portal. 11 January 2022 — Submitting the Tenders by 16:00 Finnish time. 19 January 2022 — Procurement decision at the earliest. The contract can be signed the earliest fourteen (14) days after the procurement decision. The Contracting Entity reserves the right to change the schedule. The change in the schedule can be affected by e.g. higher than expected needs for clarifications. In the first phase of the procurement Candidates are invited to submit their Request to Participate. Four (4) Candidates shall be selected as Tenderers. All selected Candidates must meet minimum requirements. In such a case, four (4) highest-scoring Candidates will be selected as tenderers for the negotiations. Within scope of the tender, Finavia aims at purchasing a full FIDS solution that includes all functionalities needed to efficiently design and manage display content throughout the airports. The new FIDS system shall facilitate reducing the workload of Terminal Control in selecting display content and by providing handlers with the possibility to select display content by themselves within limits predefined by Finavia.

The procurement documentation, including the draft Agreement, are available only against a duly filled-in and signed Non-Disclosure Undertaking. The NDU form is available in Tarjouspalvelu Supplier Portal for registered users. Registration to the Portal is free of charge. The participant shall send the filled-in and signed form to the Contracting Entity by email. Upon receipt of the duly signed NDU, the Contracting Entity provides a link to a secure download location, from where the Tenderer may download the material.

Complaints regarding a Candidate/Tenderer not being selected must be filed with the Finnish Market Court within 14 working days starting the day the Contracting Entity has sent notification to the candidates involved.
Complaints regarding a Procurement Decision within 14 working days from the day the Contracting Authority has announced its decision.
The complainant must inform the Contracting Entity of the complaint in writing not later than simultaneously with the lodging of the complaint to the Market Court.
