This procurement procedure will follow the preliminary schedule of deadlines to candidates/tenderers:
• 28 May 2021: Questions concerning the procurement procedure and material by 16.00 Finnish time;
• 4 June 2021: Answers to questions concerning procurement procedure are published in Supplier portal;
• 18 June 2021: Submitting the request to participate by 16.00 Finnish time;
• 30 June 2021: Selection of the tenderers published;
• 30 June 2021: Invitation to negotiate is published;
• 9 August 2021: Negotiations start;
• 8 October 2021: Negotiations end;
• 29 October 2021: Final Invitation to Tender stage starts;
• 12 November 2021: Submitting questions concerning the final tenders by 16.00 Finnish time;
• 19 November 2021: Answers to questions concerning the final tenders are published in supplier portal;
• 30 November 2022: Submitting the tenders by 16.00 Finnish time;
• 17 December 2022: Procurement decision at the earliest.
The contract can be signed the earliest fourteen (14) days after the procurement decision.
The contracting entity reserves the right to change the schedule. The change in the schedule can be affected by e.g. higher than expected needs for clarifications.
In the first phase of the procurement candidates are invited to submit their request to participate. Four (4) candidates shall be selected as tenderers. All selected candidates must meet minimum requirements. If there are more than four (4) suitable candidates who meet minimum requirements, the candidates will be ranked by comparison points. In such a case, four (4) highest-scoring candidates will be selected as tenderers for the negotiations. If there are two or more candidates on the fourth position of the ranking with same amount of comparison points, they shall be selected as tenderers. Awarding of comparison points is presented on supplier portal. if there are four (4) or less suitable candidates, all candidates fulfilling the minimum requirements shall be selected for negotiations.
The contracting entity will, after the selection of the candidates, send an invitation to the first negotiation meeting to the selected tenderers. The selected tenderers are requested to submit comments regarding the draft documents before the negotiations.
Negotiation agenda and procedure shall be instructed in the invitation to negotiate.
In the first meeting the tenderers are invited to provide feedback, comments and suggestions for possible improvement of the Invitation to Tender (at draft stage) documentation, scope (such as content and specifications of the devices to be procured and requirements, service levels and implementation of related services). If necessary, the contracting entity may request clarification of the feedback, comments and suggestions either in writing (including e-mail). The contracting entity may invite the tenderers to several rounds of meetings.
Negotiations are organised in two paraller phases.
Phase 1: Technical, including Demos by the tenderers;
Phase 2: Agreements.
Tenderer-specific negotiations may be conducted by online call system (Teams or similar) or at the contracting entity’s headquarters at Helsinki Airport, Finland. However, the contracting entity reserves the right to change the time, place, manner of participation, and form of negotiations.
After completion of the negotiations, the contracting authority will draft a final Invitation to Tender and invite all selected tenderers to submit their tenders, complying with the terms and conditions determined in the final Invitation to Tender.
Candidates/tenderers have the opportunity to ask questions at each stage of the Procurement. The contracting authority thrives to provide answers as soon as possible after the deadline.
