Facilitation Consultancy for Institutional Cooperation Projects and Instrument (ICI)

The Ministry for Foreign Affairs of Finland (hereinafter to as the "Contracting Entity", "Contracting Authority" or "MFA") requests tenders to the following project: Facilitation Consultancy for Institutional Cooperation Projects and Instrument. The MFA shall acquire two (2) Facilitation Consultants for the project.
Facilitation Consultants assist the MFA and ICI actors in the quality assurance of the ICI projects. Facilitation services include support to quality assurance in the project planning, implementation, monitoring and communicating on results. Meetings with relevant units of the Ministry are an integral part of the facilitation service in each phase of the project. The purpose of the facilitation consultancy is also to provide assistance to the projects of the Finnish government agencies or public institutions using the instrument.
The goal of the contract is to improve the quality and effectiveness of the ICI projects, reporting results as well as the communication on results of ICI projects. Institutional Cooperation Instrument (ICI) projects refer to the twinning projects between Finnish government agencies or public institutions and peer institutions in the developing countries.
The ICI was started in 2008. Since then, approximately 120 projects have been completed or are currently ongoing. The objective of the ICI is to strengthen the capacity of public sector institutions in developing countries by utilizing the expertise that can be found in the Finnish public sector organizations. The idea is that capacity can be best enhanced with the help of colleagues - civil servants from an organization with similar tasks and responsibilities. The ICI provides means for partner countries to cooperate with public sector organisations in Finland. In the ICI programme, the capacity development is understood as enhancing and strengthening existing capacities, not building them from scratch and it has to be based on true needs and institutional priorities of the partner institution.

Time frame for the procurement procedure:
- Tender period open from 27 October 2021 to 26 November 2021
- Questions and answers: question to be submitted by 10th November
Total budget for ICI-project is 375.000 euros. See the Annex 3 Price form for further details of the budget.
The tenderer shall appoint two (2) Facilitation Consultants. The tender documents include a full list of the minimum requirements set for the appointed experts in respect of education, language proficiency and work experience.
Should several tenderers have appointed the same expert for their tender, tenderers remain responsible for making an agreement on how they will possibly protect their own trade secrets and ensure the effective availability of the appointed expert resource during the contract period if one appointed expert is working for several different tenderers. Additionally, the Ministry for Foreign Affairs requires that the expert commits to confidentiality as regards the content of the interviews.

The contract will be awarded through an open procedure. The procurement will take place in compliance with the Act on Public Contracts and Concession Contracts (1397/2016). The contract concerns a service procurement exceeding EU threshold.
The processing of Tenders will progress in the following steps:
1. Opening of the tenders
2. Verifying the suitability of the tenderers. The tenderers, who do not fulfill the suitability criteria, will be excluded from the tendering process.
3. Verifying that the tenders and the services tendered fulfill the requirements set in the Invitation to tender. The tenders that do not fulfill the requirements will be excluded from the tendering process.
4. Comparison of tenders:
a) Quality comparison (Customer Feedback, Task)
b) Price comparison
5. Verifying the supporting documents and references about the suitability of the tenderer from the winner.
6. Contract award decision and notification
7. Concluding and signing the Contract with the selected service provider
The Contracting Authority may wholly or partially interrupt the procurement procedure for a justified reason. No compensation will be payable to tenderers for preparing a tender, resending it or otherwise taking part in the procedure.
The tender documents are available in English and the tender shall also be submitted in English . Should the tenderer wish to obtain the tender documents in another language, they shall themselves arrange the translation and bear the costs incurred.
The Contracting Authority selects one (1) service provider and concludes a contract with that service provider. The amount of Services to be supplied is an estimate and does not form an obligation for the Contracting Authority. Therefore, the Contracting Authority is not obliged to buy the amount of Services stated in this ITT. The contract does not give an exclusive right to the service provider to supply the services to the Contracting Authority.

The contract is valid until the whole budget of 375.00,00 euros has been spent. The procurement includes an option to extend the contract duration by maximum of two (2) years. The option is a subject to the parliamentary approval of the Budget and satisfactory performance.
