Veikkaus Oy (hereinafter “customer” or “contracting entity” or “Veikkaus”) requests Candidates to submit a request to participate in the negotiated procedure in accordance with the contract notice published in the Hilma Notification Channel and its annexes on contract manufacturing of gaming equipment acquisition.

Electornic Gaming Machines (EGMs) designed by Veikkaus are an essential part of the services offered by Veikkaus Oy. You can find EGMs in Veikkaus retail locations and Veikkaus arcades. In total, there are about 11 000 EGMs located in about 5,000 sales outlets and arcades around Finland. Contract manufacturing involves the manufacturing, testing, and delivery of the Electronic Gaming Machines itself as well as related spare parts and peripherals. The EGMs to be manufactured may also include software or software development /parameterization.

The purpose of this contract notice is to find one partner to produce contract manufacturing for Veikkaus for a six years long contract period. The goal is to sign the contract by the end of April 2022.

A more detailed description of the procurement can be found in the attached preliminary draft of call for tenders and its annexes. All of the mandatory requirements have been presented in this invitation to participate and their content can not be changed during the negotiations. Also the criteria for overall economic advantageousness are not negotiated. In other aspects the preliminary draft of call for tenders and its annexes are the views of the contracting entity and these will be clarified during the procurement process.

An indicative procurement schedule is provided in the attached preliminary draft of invitation to negotiate.

Puitejärjestelyn perustelut:

Due to the nature of the subject of the procurement the contract should be valid for more than four years. The first year of the co-operation consists mainly of the supply of spare parts and the setting up of the manufacturing process. The starting of the actual contract manufacturing takes time and a year before the end of the contract period Veikkaus should start preparing a new tender process.

Veikkaus used a negotiation process where preliminary tenders and qualification criterias were issued and two bidders were selected to participate in the negotiation phase of the tender.

The purpose of the contract notice was to find one partner to produce contract manufacturing for Veikkaus for a six years long contract period.
