Charter Flights 2021-2024 (2025)

Hansel Oy

This framework agreement covers the provision of charter flights for passengers to customer-specific destinations and in accordance with customer-specific timetables. The flights may be regular or non-recurring. The framework agreement does not cover air transport services provided with helicopters.
Charter flight services shall fulfill the regulations of the European Union’s mandatory legislation and of mandatory Finnish laws and decrees as well as regulations issued by the Finnish authorities.
The framework agreement is divided into two lots:
— Lot 1 Small Business Aircraft,
— Lot 2 Large Passenger Aircraft.
The subject matter of the framework agreement is described in more detail in the Call for Tenders and its annexes.

Määräaika

Lyhyt kuvaus:
The charter flights are passenger flights with small business aircraft.
The average usage of the previous framework agreement per year was the following:
— about 40 charter flights with small business aircraft,
— one (1) ambulance and medical evacuation flight for 1-4 patients,
— departures were mainly from Helsinki-Vantaa Airport and some of the flights were one way charter flights,
— destinations were mainly to Europe and Middle East (e.g. Brussels, Luxembourg, Wien, Athens, Kabul, Tbilisi, Erbil).
The estimated amount of flights per year for the forthcoming contract term is stated in the Annex 1 ‘Customers and Destinations’ of the Call for Tenders. When taking into account the nature of the service, international circumstances are affecting for the need of the charter flight service. Therefore the actual usage of the framework agreement may differ from the previous framework agreement and the estimations of the customers.

According to the customers, departures are going to be mainly from Helsinki-Vantaa
Airport (EFHK) and Tampere-Pirkkala Airport (EFTP). Possible destinations for the forthcoming contract term are listed in the Annex 1 "Customers and Destinations" of the Call for Tenders.
Total estimated value for the Lot 1 is EUR 6 500 000 — 9 500 000 (VAT 0 %). The estimated value is based on the information given by the customers. Estimated total maximum value for the entire duration of this lot is presented in section II.2.6) ‘Estimated value’.

The customer and the supplier may agree on the usage of additional services at the time of ordering the service. See also section 5.4 ‘Prices’ of the Annex 2a ‘Subject-matter Lot 1’ of the Call for Tenders.
Additional services (not mandatory):
• provision of biofuel according to the Suppliers’ ability and the Customers’ request;
• provision of customs, transportation, and logistics services related to the service flight according to the Suppliers’ ability to provide these services and as agreed with the Customer.

The charter flights are passenger flights with large passenger aircraft.
— about five (5) charter flights with large passenger aircraft,
— in addition the customers have used large passenger aircraft for about 13 flights per year using other agreements,
— zero (0) ambulance or medical evacuation flights,
— departures were mainly from Helsinki-Vantaa Airport or Tampere-Pirkkala Airport and some of the flights were one way charter flights,
— destinations were mainly to Europe and Middle East (eg. Brussels, Baghdad, Beirut, Erbil).
According to the customers departures are going to be mainly from Helsinki-Vantaa
Airport (EFHK) and Tampere-Pirkkala Airport (EFTP). Possible destinations for the forthcoming contract term are listed in the Annex 1 ‘Customers and Destinations’ of the Call for Tenders.
Total estimated value for the Lot 2 is EUR 1 900 000 — 2 700 000 (VAT 0 %). The estimated value is based on the information given by the customers. Estimated total maximum value for the entire duration of this lot is presented in section II.2.6) ‘Estimated value’.

Framework agreement
One tenderer will be selected as a supplier for each lot of the framework agreement. Award decision shall be made individually for each lot.
The tenderer with the most economically advantageous tender in lot 1 is chosen as a supplier for lot 1 and the tenderer with the most economically advantageous tender in lot 2 is chosen as a supplier for lot 2 as stated in the section ‘Grounds for decision’ of the Call for Tenders.

The customers entitled to use this framework agreement are allowed to place orders directly to the supplier(s) or conclude a service contract with the supplier(s). Details are described in the section 11 ‘Ordering’ of the agreements (Annexes 3a and 3b of the Call for Tenders) and in section 5.1 ‘Ordering’ of the Annexes 2a ‘Subject-matter Lot 1’ and 2b ‘Subject-matter Lot 2’ of the Call for Tenders.

The text "MODIFIED" has been added to the names of the modified annexes. The tenderer shall take into account the above-mentioned modified annexes when drawing up the tender. In addition, the tenderer shall take into account that the references in the Call for Tenders and in its annexes refer to the modified annexes.
