Suomen Turvallisuusverkko Oy procures 3GPP compliant and IMS based mission critical applications to be installed into their 4G/5G mobile network core and to their customers’ mobile or fixed devices. Specifications and requirements for the procurement are defined in the request to participate and its appendices.
Suomen Turvallisuusverkko Oy is looking for a committed and flexible strategic contractor who will deliver the applications as well as related support services and development. The contract partner is expected to take an active and innovative approach to developing the Virve 2.0 environment.
The server functions will be run either on customer's computing platform or on a computing platform provided by the supplier.
The solution shall also include interfaces to other communications systems and related management functions as defined in the Request to participate and its appendices.

Virve 2.0 will ultimately replace the current TETRA-based Virve service, which will be expected to have close to 50 thousand subscribers. This 50 thousand subscribers should be considered as the minimum required number of subscribers to be supported.As many of today’s Virve devices are shared between several users, the number of MC users in Virve 2.0 may be higher than 50 thousand. Use of Virve is regulated by the following Finnish legislation updated in 2019: Information Society Code (917/2014) and the Act on the Operation of the Government Security Network (10/2015).

Suomen Turvallisuusverkko Oy operates as a responsible service provider for the service. The Ministry of Finance has a steering role in the procurement. When deciding on detailed requirements, the user needs related to the quality of service and service production are taken into account, as well as the safety and preparedness requirements set for the service and service provider. Also exceptional circumstances, as well as cost-effectiveness are taken into account.
