The objective is to procure a Revenue Management System (referred later in all procurement documentation as RMS) as a service (SaaS) for VR-Group Ltd Passenger Services Division (referred later in all procurement documentation as VR). Introduction to VR:
VR-Group Ltd is owned by the State of Finland. VR-Group Ltd comprises of 2 business divisions:
1) VR passenger services provides public transport services in commuter and long-distance traffic, by train and by bus;
2) VR Transpoint provides rail and road logistics services.
VR wants to offer the customers the safest, greenest and most comfortable way to get around. VR strives for this, for example, by increasing punctuality, renewing the pricing model and improving the services.
For its customers, the most important thing is that the train trip is easy and effortless. For example, it is possible to work during the train trip, and the comfort of travel is increased by free internet and restaurant services. Stations are in central locations and the train is a safe means for transport. Travel times keep getting faster.

VR aims to make its vision a reality by implementing a strategy that focuses on customers, competitiveness, growth and sound fundamentals. The objective is that train travel will be the most popular mode of transport.
VR is preparing for the upcoming Rail competition in passenger traffic in Finland. Train traffic is in indirect competition with other modes of transport, especially buses and passenger cars.
RMS procurement for VR passenger services: VR is procuring an RMS as a service (SaaS) solution, which includes an intuitive graphical user interface for revenue management decision-making, forecasting and optimization. VR is wishing to acquire a series of services to implement and operate a ready-built, configurable, automated and proven RMS.

More precisely, VR wishes to acquire the following services:
1) Standard project phases
(a) planning, implementation, testing, deployment and intensive monitoring phases
2) Integration(s);
3) Revenue management services;
(a) including forecasting and optimization;
(b) graphical user interface to allow the analysts to properly surf the analysis and challenging the system to extrapolate the maximum of the Revenues and volumes opportunity;
(c) with capability to enable continuous data streams to VR's own systems.
4) Support
(a) training and consulting services;
(b) hosting and operation services;
(c) user and technical support;
(d) maintenance services.
5) Further product development with customer involvement
VR expects that the RMS candidates can provide modern RMS product as a SaaS solution and software development technologies with REST API’s. VR values also RMS which is scalable and can cope with changes in user requirements (e.g. such as changes in product and pricing structure and optionally addition of revenue management of ancillary services and groups to the scope of RMS). VR's technology landscape is currently developing. For example, the new sales system platform is built with modern micro-services architecture on public cloud infrastructure.

VR expects that the RMS candidates have experience, expertise and track-record in providing and implementing these services. RMS will enable VR Passenger Service Revenue Management and Pricing team best in class system capabilities for forecasting and optimization to sell the right prices to the right customers at the right time.

VR expects RMS to deliver results to long-distance train traffic, but later there are other business areas; such as commuter train traffic and Finland-Russia traffic that optionally could be added into the scope of RMS.

Objektiiviset kriteerit rajoitetun ehdokasjoukon valitsemiseksi:
In order to keep the tendering process manageable, VR has restricted the amount of candidates. The maximum amount of candidates that will proceed to the negotiation phase is limited to 5 candidates.
In first-hand the candidates will be eliminated by minimum selection criteria that are introduced in ESPD Part IV and other criteria in the invitation to participate. In case there are more than 5 eligible candidates than the maximum number of participants requesting to participate in the negotiation, the elimination will be done through the scoring presented in Annex 2 – Scoring.

In case of equal scoring, the candidate with better scores in reference no 1 will be selected. If the candidates still have equal scores, the candidate with better scores in reference 2 will be selected. If the candidates even have equal scores, the candidate with better scores in reference 3 will be selected. If the candidates have equal scores also in reference No 3, the selection will be made through lottery.
