Doping control sample collection equipment are divided in urine and blood sample collection. Tender had to include prices of the sample collection equipment for both purposes.
Tender had to be submitted on the following doping control sample collection equipment:
— sample collection sealing equipment (bottles or/and containers) for urine and blood:
• sealing container for one blood tube (A, securely packed);
• sealing container for two blood tubes (A+B, securely packed);
• sealing bottles or containers for urine sample A + B, which are securely packed into sealed box.
All equipment had to meet the requirements of WADA ISTI Article 6.3.4.
FINCIS usually orders blood sample collection equipment in two to four batches a year and urine sample collection equipment once a year, but the tenderer had to be able to deliver the equipment also at other times as described in the Invitation to Tender and its Annexes. Blood sample collection equipment had to be delivered within fourteen (14) days and urine sample collection equipment within sixty (60) days.
Equipment had to be delivered in reasonable packages. However, sealing containers/bottles for urine sample had to be delivered in packs of fifteen to thirty (15-30) kit per package.
All the equipment tendered had to meet with the mandatory requirements set out in the Invitation to Tender.
Tenderer had to tender all the equipment listed above. The procurement was not divided into parts. Dividing the procurement into parts was not appropriate taking into account both economical and practical reasons (e.g. similar sealing system for all equipment is cost-effective and makes the training of the FINCIS personnel easier).
Estimated total value of the procurement was EUR 250 000 during the contract period (calculated value of 4 years, including below mentioned option EUR 40 000).
Additional procurement opportunities (option).
Tenderer could supplement the tender with the price list of the accessories related to the procurement (e.g. urine collection vessels, temperature monitors). Price list had to be included in the tender. Tenderer undertook to deliver the accessories at the prices specified in the price list throughout the contract period. FINCIS has a right, but not an obligation to use the option.
Value of the option accessories may not exceed the amount of EUR 40 000 during the contract period.
