Purchase of x-ray scanners to Eastern Finland border crossing points

The object of the procurement is to purchase x-ray scanners with maintenance services to Eastern Finland land border. X-ray scanners will be the following:
1) Fixed X-ray scanner update at the Vaalimaa border crossing point;
2) New train scanner at the Imatra border crossing point;
3) Train scanner renewing at the Vainikkala Border Crossing Point In this procurement, fixed scanner means inspection/imaging system, which is used for scanning whole trucks (loaded/unloaded), containers and vehicles to reveal dangerous and/or illegal cargo and to carry out manifest verification to reduce the need for manual inspection. In this procurement, train scanner means an automatized x-ray inspection/imaging system designed for scanning moving rail cars and wagons to reveal dangerous or illegal cargo and confirm the content of the shipment. In this procurement complies with the Act on Public Contracts in the Fields of Defence and Security (1531/2011) and Act on Public Procurement and Concession Contracts (1397/2016).

Tarjousten vastaanottamisen määräaika oli 2020-01-31. Hankinta julkaistiin 2019-12-20.

The object of the procurement is to purchase fixed scanner update at the Vaalimaa border crossing point. The object of the procurement also includes maintenance services for fixed scanner. In this procurement, fixed scanner means inspection/imaging system, which is used for scanning whole trucks (loaded/unloaded), containers and vehicles to reveal dangerous and/or illegal cargo and to carry out manifest verification to reduce the need for manual inspection. Currently Finnish Customs has fixed scanner at the Vaalimaa border crossing point, but current fixed scanner has reached the end of life cycle. For this reason, Finnish Customs purchases an update. Update means, that the supplier is not obliged to renew all existing components (for example radiation protection doors). The supplier may use suitable components from the existing fixed scanner if the supplier can be assured that the updated scanner will work as defined in our requirements. The supplier must take responsibility for the reused parts and include the reused components in the maintenance contract.

The object of the procurement is to purchase train scanner renewing at the Vainikkala border crossing point. The object of the procurement also includes maintenance services for train scanner. In this procurement, train scanner means an automatized X-ray inspection/imaging system designed for scanning moving rail cars and wagons to reveal dangerous or illegal cargo and confirm the content of the shipment. Currently finnish customs has train scanner at the Vainikkala border crossing point, but current train scanner has reached the end of life cycle. For this reason, finnish customs purchases a renewing. In principle renewing means that the train scanner and its components are new, however, if the supplier can argue that there are parts that are not end-of-life and can be reused it is an option that Customs can consider. Excluded from this is solid structures like radiation protection wall.
