The aim is to develop and automate the Roster planning process with the new WFM system. For example, currently the flight schedule information (demand) cannot be automatically used in creating roster. The new WFM system should include roster planning, worktime recording, automatic worktime, overtime and supplement calculation and payroll file creation. Finavia is requesting tenders for a WFM system and its maintenance and support service. Finavia prefers the new WFM system to be SaaS based but the tenderer may offer a licence based system. Finavia is searching a new Workforce Management System (“WFM system”) to replace the existing systems. Finavia and its subsidiary Airpro has their own systems at the moment. Finavia is searching a new Workforce Management System (“WFM system”) to replace the existing systems. Finavia and its subsidiary Airpro has their own systems at the moment. The aim is to develop and automate the Roster planning process with the new WFM system. For example, currently the flight schedule information (demand) cannot be automatically used in creating roster. The new WFM system should include roster planning, worktime recording, automatic worktime, overtime and supplement calculation and payroll file creation. With the new WFM system Finavia should be able to:
— have a possibility to plan and record work on task level (for example maintenance tasks),
— provide more self service functionalities to employees and supervisors,
— keep existing automated labour agreement interpretation for worktime and overtime supplements.
The new WFM system should have:
— a modern user interface,
— a possibility of mobile use,
— easy to use user interface and functionality to manual roster planning,
— a modern integration technology.
Finavia is requesting tenders for a WFM system and its maintenance and support service. Finavia prefers the new WFM system to be SaaS based but the tenderer may offer a licence based system. The tenderer must provide prices for Airpro's project. Airpro's system change and delivery project is an option and Finavia will decide later whether to take the option in use or not. Finavia’s subsidiary Airpro would use the same system/environment as Finavia. More information can be found in Appendices 2-5.

Four (4) candidates are selected as tenderers to whom the final Invitation to tender will be sent. If Finavia receives more than four (4) requests to participate then candidates will be scored based on the requirements which are described in the section Other terms and conditions. The criteria for scoring is described in Appendix "Selection of candidates as tenderers_Assesment criteria".
