The Defence Forces Logistics Command (later referred to as Contracting Entity) requests a
Participation application Electronic Warfare Service 2020-2024 in accordance with this participation application request and its appendices.
Electronic Warfare Service (EWS) includes aircrafts operating time; flight time and jamming
Equipment usage separately. Aircraft must be able to operate in maximum of four (4) operations per day, each operation lasting from 60 to 150 minutes, operating altitudes between 300 to 30 000 ft.
EWS needs a liason officer who can participate in mission and the aircraft crew shall have a good
Knowledge of general NATO brevity and codewords used in military aviation. Satellite-based (GPS
Or similar) navigation system for maintaining situational awareness is required. Service provider must be able to produce a GPS-log file from all missions.
A jamming system shall be able to direct jamming towards ground targets from different flight altitudes and be able to change rapidly jamming techniques during the mission.

Vähimmäistaso(t):

Requirement: The economic and financial standing of the candidate shall be adequate in relation to the scope of the procurement. The minimum requirement is that the candidate’s financial rating in Suomen Asiakastieto Ltd’s Risk Indicator risk classification equals 1-4 or that it is considered to correspond to that classification based on the financial statement information or another clarification accepted by the contracting entity. If the candidate’s risk classification according to Suomen Asiakastieto Ltd’s Risk Indicator equals 5, the candidate will be excluded from the competitive bidding.

Suomen Asiakastieto Ltd’s Risk Indicator must not be older than 3 months.

In case a Risk Indicator risk classification is not available, the candidate shall provide the contracting entity with a profit and loss account, balance sheet and annual report as well as other financial statement documents. If, for any valid reason, the candidate is unable to provide the documents requested to the contracting entity, it may demonstrate its economic and financial standing in another manner which the contracting entity considers acceptable.

Requirement: The candidate shall have sufficient technical ability to carry out the procurement contract. The candidate shall have references of two (2) supply contracts with arms industry or military (except Finnish military forces) similar to the present procurement over the last two (2) years.
