4344/2018 Commander And Staff Trainer 2 (CAST 2)

Participation application request for Commander And Staff Trainer 2 (CAST 2) in accordance with enclosed documents.
Commander and Staff Trainer 2 (CAST 2) means a constructive simulation system for:
— training of commanders and their staff in simulated environment,
— a tool for ‘war simulation’ in high-command exercises, and
— a tool to assist in operational planning (including ‘war gaming’).
The decisions and orders of the commander and his/hers staff are fed into the simulation and reports/results are extracted from the simulation.
CAST 2 will be used from battalion to brigade level with JOINT-capabilities. In this case ‘JOINT’ means units for Army, Navy and Air force that can be manipulated by the operator and that can interact with each other. In high-command exercises, the simulation is assumed only to occur at company, battalion or brigade level. Everything above that is assumed to be done using real operational systems.
The simulation has to be able to simulate (military) actions of large troops in operational situations in simulated environment.
The CAST 2 will be operated in Finland:
— as minimum centralized in classroom(s) where all the workstations are connected by secure LAN, and/or
— distributed when some (or all) the workstations are connected remotely over a secure national network or connected locally by secure LAN as remote ‘bubbles’.
Note: The secure national network (SECRET level) is planned for the future development within next 5-7 years.
In all cases the information produced during the use of CAST 2 will be classified from level IV (restricted) up to level II (secret). The whole CAST 2 system should support that.
