4103/2018 Blank Ammunition Replacement System (BARS)

Participation application request for Blank Ammunition Replacement System (BARS) in accordance with enclosed documents.
Blank Ammunition Replacement System (BARS) means a training system for hand-held fire-arms such as assault rifles, sniper-rifles and machine guns that eliminates the need to use current type of blank ammunition to simulate the shot of a weapon.
The BARS-project in FDF is aiming to implement BARS-systems to all garrisons in Finland (currently 21 locations in total).
The BARS-systems will be installed to existing real weapons or weapon replicas produced by the BARS-project.
The BARS will be used for replacing current blank ammunitions in small caliber weapons in live combat exercises to simulate the shots of a weapon. The focus in this project is in assault rifles (7,62 RK62, 7,62 RK95 and 7,62 RK62 modifications (7,62 RK62M1 and 7.62 RK62M2)), sniper rifles (Sako TRG-42) and light machine guns (7,62 PKM).
To be able to operate BARS-system in service it’s assumed that the shooter(s) have received (maximum of) 30 minute user training for BARS-system in addition to the actual weapon training.
Cast 2 will be used from battalion to brigade level with Joint-capabilities. In this case ‘Joint’ means units for army, navy and air force that can be manipulated by the operator and that can interact with each other. In high-command exercises, the simulation is assumed only to occur at company, battalion or brigade level. Everything above that is assumed to be done using real operational systems.
The simulation has to be able to simulate (military) actions of large troops in operational situations in simulated environment.
The Cast 2 will be operated in Finland:
— as minimum centralized in classroom(s) where all the workstations are connected by secure LAN,
— and/or distributed when some (or all) the workstations are connected remotely over a secure national network or connected locally by secure LAN as remote ‘bubbles’.
Note: the secure national network (Secret level) is planned for the future development within next 5-7 years.
In all cases the information produced during the use of Cast 2 will be classified from Level IV (Restricted) up to Level II (Secret). The whole CAST 2 system should support that.
