Seure aims to execute a project to implement a resource management / workforce management solution that, in turn, implements said core concept. The aim is to automate — as much as possible — the management of SEURE’s mobile workforce (including also resource pools from other parties, e.g. customers’ own resources as well as third party resources. This is done to achieve stated business targets of revenue improvement, utilization management as well as growth and cost efficiency in general.
Additional information concerning the object of the procurement is provided in the Annexes of this notice.

The resources of the Contracting Authority are limited and the estimated timetable is achievable only by limiting the maximum number of candidates to 5.

After complete evaluation of the preliminary tenders, it was deemed to be unlikely that the preliminary tenders could result in a final procurement decision after the negotiated procedure, and that the preliminary tenders were in contrary to the preliminary request for tenders based on the description of the procurement. Based on the information received from the candidates during the time period for providing the preliminary tenders and by examining the preliminary tenders, it was deemed that neither solution would provide all the required functionalities in the complete system after the short implementation project, as described in the procurement notice. Further client specific development would be required, which has not been included in the initial description of the procurement. Additional development on such scale would also require additional funds, which has not been reserved during the planning of the procurement process. Based on the preliminary tenders, it is likely that the final tenders would exceed the budget by Seure and/or a longer implementation project would be required prior to production use, and a final procurement decision could not be made based on the final request for tenders and possible tenders by the candidates. To avoid the use of unnecessary resources by the candidates and Seure, the procurement process will be suspended prior to the negotiations, as the Public Procurement Act would not allow for major changes in the object of the procurement at this stage of the process. Seure deems that is has a real and legitimate reason to suspend the procurement process at this stage. Seure will evaluate the situation internally, and may choose to initiate a new public procurement process for the Workforce Management/Optimization solution later with modified requirements, or by reserving additional funds for development. Based on the latest information received during the procurement process about current products in the market, they may not fulfill the solution requirements as set by Seure without reserving time for a separate development project. If such a decision is made, Seure may publish a new procurement notice in HILMA.
