The procurement comprises two scheduled engine overhauls plus accessories overhauls.
Engines are used in FBG owned Bell Helicopters B412 and Leonardo AB412 rotorcrafts. The helicopters are registered in Finnish civil aviation register and maintained in accordance with Commission Regulation (EU) nº 1321/2014.
Kesto: 65 kuukautta

A case specific engine rental service capability.
A case specific repair and field services at Buyer’s facilities.

Taloudellinen ja rahoituksellinen asema:
A Restricted Procedure has been adopted for the award of public service contract. A restricted procedure means a procurement procedure in which the contracting authority publishes a contract notice and any supplier may request to participate. The invitation to tender will be sent only the qualified tenderers.

Candidates are hereby asked to submit a separate request to participate. Note: The invitation to Tender is attached to this Contract Notice only for informative purposes. The candidates are thus not asked to submit a tender.
Candidate shall state the confirmation of the following items in its request to participate.
In addition, certificates for items (g), (h), (i), (j) and ESPD-form shall be attached to the request of participation. Any other certificates shall not be attached. However, the contracting authority may ask any tenderer at any moment during the procedure to submit all or part of the required certificates and supporting documents where this is necessary to ensure the proper conduct of the procedure.

Annexes shall be in Finnish or English.
Candidate who fails to submit the proof specified in the this section may be excluded from the competitive bidding.
All documentation must be clearly marked with the name of the Candidate and the annex number.
Candidate shall include an e-mail address where the decisions concerning the procurement procedure may be submitted.
(a) Tenderer confirms that it shall be registered with:
i) the appropriate trade or professional register;
ii) register of employers; and
iii) register for payers for value added tax.
In the state where it is established under the conditions laid down by that state.
(b) Obligations related to taxes
Tenderer confirms that it has fulfilled all its obligations related to taxes in the state where it is established.
(c) Obligations related to social security and pension insurance contributions;
Tenderer confirms that it has fulfilled its obligations related to social security and pension insurance contributions in the state where it is established.
(d) Obligations related to Labour Laws;
Tenderer confirms that it has fulfilled its obligations related to Labour Laws and applicable collective Labour agreements (if any) in the state where it is established.
(e) Professional Indemnity Insurance or Liability insurance;
Tenderer confirms that it has, or can, commit to obtain, prior to the commencement of the contract, evidence of professional risk indemnity insurance.
(f) Information Regarding Economic/Financial Standing
Tenderer confirms that it has an adequate financial strength and capacity to meet its financial commitments.
(g) Quality Management
Tenderer should have an approved quality management system (ISO 9001 or equivalent).
(h) Maintenance Approval
The Tenderer shall be a holder of a valid Commission Regulation (EU) nº 1321/2014 Annex II (Part-145) maintenance organisation approval or equivalent with the required capability for the type in question.
(i) Design Organisation Approval;
Service provider should have an approval certificate pursuant to Commission Regulation (EC) nº 748/2012, Part 21, Subpart J for the airworthiness and environmental certification of design organization for changes and repair.
(j) OEM Service Center Approval;
Service provider shall hold the OEM Service Center Approval and confirm that during the last 5 years it has accomplished minimum ten major overhauls of the tendered engine type and model.
(k) Service provider shall confirm to have capability to provide engine rental services for the engine type and model in question;
(l) Service provider shall confirm to have capability to provide field repair services in scope of his capability.
