1) Media relations services in securing best coverage for Business Finland, PR strategies, network and promotional activities;
2) Coordination and local support for Business Finland according to local requirements. Local PR activities are executed in cooperation with Business Finland. Business Finland provides a designated contact person for managing and coordinating the PR cooperation. The focus of Visit Finland’s and related industries’ PR actions will be on delivering relevant messages and initiatives to the media in the market. Emphasis is put on TV and film productions, daily newspapers, online publications, tabloids, blogs and social media.

Lyhyt kuvaus:

Monthly fee for Visit Finland and related industries should include:

(a) Networking:

1) Act as the primary contact for local press and media enquiries and source out suitable travel and related media (press, TV and film productions, KOL’s) reaching the target audiences;

2) Primary contact and consultant on all PR related matters in the target market 3. Contact and proactively pitch Finland story ideas to key media in the target market;

4) Create, maintain and update a relevant media database for the purposes of Business Finland;

(b) Standard activities:

1) Create and distribute up to 13 newsletters and/or press releases per year for key media (travel and related media and travel trade) in the target market;

2) Translate and distribute press material provided by Business Finland;

3) Support Business Finland marketing campaigns with PR functions for example by inviting media to already established events, putting together PR proposals for campaigns, distributing campaign related press materials and vetting participants for marketing campaigns;

4) Liaising with stakeholders such as Business Finland and Visit Finland’s representatives, Finnish Embassy and tour operators;

1) Invite top-tier journalists, TV and film productions and/or KOL’s that reach target audience for UK specific group media trips (approx. 4) and individual media trips or participants for international group media trips (approx. 20) to Finland;

2) Coordinate the media trips in cooperation with Business Finland – Visit Finland staff;

3) Accompanying and hosting the UK specific group media trips;

4) Report the outcomes of the media trips;

(d) PR Events:

1) Organizing and hosting 1-2 PR events per year in cooperation with Business Finland - Visit Finland staff;

2) Invite media and host events;

3) Report the outcomes of the PR events

(e) Reporting:

1) Monitor media and create a monthly media coverage report. Business Finland — Visit Finland expects PR Agency to use given templates and/or tools for media reporting and to use a media monitoring service (must be included in the monthly fee);

2) Create an annual media coverage report by using given template for media reporting;

3) Provide follow-up on media trips and PR event results in a report format;

4) Provide report on press releases and newsletters;

5) Provide the press releases that have been sent out to media including the list of media that it was sent to. All services listed above a) — e) should include in the monthly fee (Appendix 1). Price to be given 13 newsletters and 2 event. Media relations provided for the other industries of Business Finland will be based on the separate prices (Appendix 1).

The tenderer should fill the European single procurement document (ESPD). The tenderer must be an organisation duly registered in authorities as required by the applicable laws. The tenderer must have fulfilled its legal duties concerning taxes, payments of social security and other similar official fees and duties in the country of the tenderer’s location. The tenderer shall sign and attach to the tender the ESPD document, which is attached to this invitation to tender. Business Finland reserves the right at any time to separately request the tenderer to provide evidence of entry in a trade register or equivalent, or evidence related to other items confirmed in the ESPD document. Prior to signing the contract the elected service provider shall provide Business Finland with certificates that evidence the registrations and payments confirmed in the affirmation. The certificates may not be older than 2 months. The tenderer must have adequate economic and financial standing in order to be able to accomplish the duties of the contract.

Tekninen ja ammatillinen pätevyys:

The tenderer shall have experience and professional skills that are adequate to provide the services in compliance with Business Finland’s quality and quantity requirements. The tenderer should have enough capable personnel to provide the services in the target market area. The minimum requirements are the following:

1) One (1) named expert and his/hers named backup person. The expert should be named in the tender to accomplish Business Finland’s assignment. There should also be a named back up person for the expert that leads the team working with Business Finland. Team size that works with Business Finland should be 3 to 4 PR professionals. The minimum requirements for the named expert are:

— at least four (4) years’ experience of media relations in the field of tourism from target market. Experience must be after 1.1.2010; older experience will not be accepted,

— at least two (2) year experience of media relations in target market the field of food or design or entertainment or lifestyle (Related industries). Experience must be after 1.1.2010; older experience will not be accepted,

— the named expert should be fluent in English The proof of minimum requirements the tenderer should enclose the named expert’s experience document as attachment to the tender (Appendix 2). Appendix 2 should describe in detail the assignment, the scope of activities performed by the named expert, the time the activities were performed, and the contact information of the reference company. Business Finland must be allowed to contact the reference company in order to verify the experience. The service provider is not entitled to change the named expert in the project without Business Finland’s consent, unless such a change is caused by reason beyond service provider’s control, such as termination of the key person’s employment. Note: the tenderer should provide the Appendix 2 only for one (1) named expert. If the tenderer provides documentation for additional persons, Business Finland will select named persons for evaluation based on the alphabetical order of surnames.

1) Subcontractors: the service provider may use subcontractors, and is liable for the work of the subcontractor as if it were its own. Usage of subcontractors must be described in the tender and the tenderer shall supply similar descriptions, affirmations and proofs regarding subcontractors as it supplied on its own behalf. The subcontractor is not allowed to send invoices to Business Finland.
