Global Security Manager (GSM) has the overall responsibility to ensure that FCA has needed security measures, policies, instructions and technical solutions in place. GSM trains identifies security risks, plans measures to mitigate the risks, evaluates the probability of the risks and monitors them globally in collaboration with FCA staff and established security networks. Annex “Description of Services” contains a more complete description.

A public procurement appeal matter is initiated through a written petition to the finnish market court. This is a public procurement. A case can be submitted to the market court by concerned parties and in certain cases by certain authorities. A petition shall be submitted to the market court within 14 days of the date on which the tenderer was notified in writing of the award decision and the grounds thereof, and received written appeal instructions to the market court (excluding the day on which the notice is received.). An appeal before the market court shall be lodged no later than 6 months after the decision to award the contract has been reached in the event the candidate or tenderer has received notification of the decision with the instructions for appeal and the decision to award the contract or instructions for appeal were materially deficient. In using the electronic contact information, candidates and tenderers shall be deemed to have received notification of the decision and accompanying documents on the date that the electronic message containing the aforementioned documents is available in the recipient’s reception equipment such that the message can be handled. That point in time shall be considered the date the message was sent if no reliable statement is presented with regard to the non-functioning of the data communication links or other reason due to which the electronic message reached the recipient later. Procurement contracts exceeding EU thresholds may not be concluded or put otherwise into effect if the matter has been referred to the market court. In these cases, procurement contracts may be concluded only after the market court has handed down its final decision or given a special permission to proceed to the Contracting Authority. The petitioner must in its appeal present the grounds for its claims, i.e. establish in what way the Contracting Authority has not observed the rules governing public procurement. Claims for compensatory payment must be quantified. For an appeal to be admitted, it must have reached the market court on the last day of the appeal period, before 4:15 pm. This also applies to documents submitted in the e-services and via email. An appeal that is out of time is not admitted. The appellant or a representative may deliver the appeal document to the registry of the market court or send it by post. Process documents can also be sent to the court by telefax or e-mail. If the last day of the appeal period falls on a Saturday, Sunday, a public holiday, the Independence Day, the First of May, the Christmas Eve or the Midsummer Eve, the appeal may be delivered to the appellate authority on the first weekday. Informing the Contracting Authority The appellant against a procurement case shall inform the Contracting Authority in writing of the submission of the case to the market court. The notification shall be sent to the Contracting Authority no later than as the appeal against the contract is submitted to the market court. The notification shall be sent to the address stated by the Contracting Authority above on section I.
