Business Finland Oy (hereinafter “Business Finland”) invites you to submit an offer regarding “Connectivity from Finland — Growth Program: OAN Consultant for Latin America” in accordance with the terms of this invitation to tender. Later in this document the program will be referred as “Connectivity from Finland” program. Business Finland Oy is looking for a local partner for assessing the opportunities in Latin America (mainly in the target markets which could be Mexico, Chile, Argentina, Colombia, Peru and Uruguay) regarding the “Red Compartida” and related possible future 4G open access networks (OAN) and projects regarding Public Safety using similar technologies. The assessment focuses in Latin America but upon request, the mapping might be extended for few Asian markets as well (mainly Indonesia, Vietnam, Sri Lanka).

Business Finland Oy is looking for a local partner for assessing the opportunities in Latin America (mainly in the target markets which could be Mexico, Chile, Argentina, Colombia, Peru and Uruguay) regarding the “Red Compartida” and related possible future 4G open access networks (OAN) and projects regarding Public Safety using similar technologies. The assessment focuses in Latin America but upon request, the mapping might be extended for few Asian markets as well (mainly Indonesia, Vietnam, Sri Lanka). The local partner will act as a consultant for the Connectivity from Finland Growth Program. The consultant will perform an in-depth analysis of potential Telecommunications Reforms in Latin America and carry out an assessment of the business opportunities for Finnish companies that the reform entails, besides this, the consultant will assess reform trends in selected markets and propose business induction strategies that leverage from policy and market conditions in the markets studied. Given the current trend of consolidation of telecommunications across the world, the consultant will draw parallels between the different countries, identify cross pollination opportunities among countries, perform an analysis of the Finnish product and service portfolio, and design strategic guidelines to foster the success of Finnish enterprises in the markets studied. The scope of the services to be procured by is the following:

a) the service provider shall nominate dedicated resource to be responsible for communication with the Finnish enterprises in the program;
b) the consultant shall map out the offering and experience of Finnish enterprises, regarding offering suitable for OAN and Public Safety market;
c) the consultant shall map out the present and near future status of the potential telecom and public safety related reforms and potential projects in Latin America and what business opportunities those offers for Finnish enterprises. An important topic is who are possible Investors, Operators, Beneficiaries and Influencers regarding the projects. Consultant has the capability to lead and develop the projects and communication towards mentioned stakeholders. If requested by program director, the mapping might be extended for few Asian markets as well (mainly Indonesia, Vietnam, Sri Lanka);

d) the consultant shall keep the program director and Finnish enterprises informed about the status and news related to the above-mentioned subjects with help of webinars, workshops, newsletters or other suitable means.
e) the consultant shall give generic level advice and consultation to the Finnish enterprises abovementioned subjects;
f) the consultant shall find out the need of common offering what Finnish enterprises could offer together for above-mentioned subjects. Business Finland Oy will define, lead and guide the actions taken in market area. The amount of workload might vary pending on the program needs. There is no guarantee of the minimum work amount. Business Finland Oy has the right to adjust workload amount with a written notice.

The contract is planned to enter into force in 3.2018 (estimated target) and to expire on 31.12.2018. After the fixed period, Business Finland Oy reserves the right to extend the contract twice, 1 year at the time. Business Finland informs about the planned continuation 2 months before the expiry of the ongoing contract term.

After the fixed period, Business Finland Oy reserves the right to extend the contract twice, 1 year at the time. Business Finland Oy informs about the planned continuation 2 months before the expiry of the ongoing contract term. The continuation of the contract is dependent on Business Finland Oy’s yearly budget, and the contract may be terminated or services reduced based on reduced funding. During the contract period either party is entitled to terminate the contract without cause by giving 3 months prior written notice.
