The object of the procurement is a professional radio spectrum monitoring system, which includes radio receivers, control units and software components. The Monitoring System will be used by FICORA (Finnish Communications Regulatory Authority) to monitor the spectrum usage on a pre-defined geographical area.
Procurement includes equipment and software delivery, installations, testing and commissioning to FICORA's ICT environment. Commissioning is considered also to include user training. FICORA arranges the installation premises, network connections and electric power for the receivers and servers.

Lyhyt kuvaus:

The receivers of the Monitoring System shall record measurement data continuously in such a way that it is possible to monitor spectrum usage not only in real-time but also afterwards. The Monitoring System shall be remotely used and controlled via any fast enough IP-connection through a VPN tunnel.

The Monitoring System shall be used with standardised portable laptop PC's which are maintained by the FICORA IT-department. If the Monitoring System requires servers and server software, they shall be integrated into FICORA's ICT-infrastructure using normal maintenance procedures of the IT-department.

The procurement includes technical support, maintenance and support services for the duration of the contract. Technical support includes administration and necessary lifecycle support for the procured supplies and software products, as specified in the final tender documents. Maintenance and support services during the contract include, for example, support service provided to the Monitoring System admin users and ICT-service providers, as agreed in relevant service terms and conditions.

The minimum requirements of the subject-matter of the contract are described in the Annex 1, ‘Description of the Procurement’.

Kesto: 48 kuukautta
Uudistusten kuvaus:

After the 48 months fixed period the contract period shall be for time being and subject for termination for convenience.

Requirements are stated in the tab regarding exclusion grounds and selection criteria (ESPD), which the candidate must fill.

If the request to participate is made as a group of economic operators, or if the candidate relies on subcontractors to fill the requirements stated in the ESPD section IV, then each economic operator in the group or such subcontractor must provide the contracting authority with their own separate ESPD form. Please see section VI.3 ‘Additional information’ for instructions on participating as a group of economic operators and/or with subcontractors on whose capacities the candidate relies on.

Please note! ESPD form is sent through the system to each economic operator in the group and such subcontractors. The candidate must attach a separate ESPD form from each party to its application to participate.

It is not possible to submit the request to participate until the ESPD form is attached to the application from all parties.

The legislation of relating to the Finnish Act on procurement (1397/2016) is applied to this procurement. The tender competition shall be conducted according to the Competitive Negotiated Procedure (Competitive dialogue).

The contracting authority has decided to undertake competitive negotiated procedure as the procurement procedure, since it considers that the needs of the contracting authority cannot be met without adaptation of readily available solutions; the specific circumstances related to the nature and the complexity of the subject of the procurement require adoption of the procurement procedure, and the technical specifications cannot be established with sufficient precision with reference to a standard, European Technical Assessment, common technical specification, or technical reference.
