The Bank of Finland requests tenderers to provide a tender for a portfolio analysis system for BoF's reserves according to the Invitation to Tender and its annexes.
With this tender, the Bank of Finland is seeking a provider for a portfolio management and analysis system which enables the comparison of BoF's portfolios against market indices and evaluation and reporting risks related to portfolios. Bank of Finland invests primarily in the fixed income markets. The system must be able to process and analyse publicly available indices. The system must be flexible enough, so that BoF can change indices within a reasonable time.

Below is a list of the main functionalities BoF looks to perform with the system. The complete set of mandatory requirements and important and desired features are stated in Annex 1:
— Portfolio construction, analysis and optimization,
— Benchmark maintenance and portfolio rebalancing,
— Market risk analysis,
— Return, risk and performance attribution,
— Reporting.
The Tender must comply with the mandatory requirements set in this ITT and its Annexes. Any tenders that do not comply with the mandatory qualification requirements shall be excluded from the selection process.
The requirements concerning tenderers suitability are described in Annex 5.
The Tender must comply in form and content with the ITT and its Annexes. The tender must fulfil, e.g., the following requirements:
BoF requires a complete tender. Partial tenders are not accepted and shall be excluded from the tender competition.
BoF requires that the tendered solution complies with all mandatory quality requirements set out in the Annex 1.
BoF requires that the Contract Award winner signs a confidentiality agreement (Annex 4) with BoF.
