FCA seeks Strategy Execution and Program Management System based on an existing product that is ready to be deployed. The provider should offer a complete suite of features FCA need in order to scope, plan, implement and measure FCA's portfolio, including program, project and organization-level performance, both programmatically and financially, FCA's performance on all implementation levels, from activity via project to program level, as well as through the full process cycle, be able to handle a variety of data and enables versatile data entry, data management and data analysis. Customizable reporting towards internal and external audiences and have outstanding portfolio, program and project management capabilities and be well suited to track dashboard capabilities will help FCA to optimize its analytical capabilities concerning its core business. The system needs to work in online / offline modes (Software as a Service / deployed).

The system should be based on an existing product that is ready to be deployed. The system and service provider should offer a complete suite of features FCA need in order to scope, plan, implement and measure FCA's portfolio, including program, project and organization-level performance, both programmatically and financially.

Through this development and implementation project FCA will together the selected vendor provide, customize and (co-)roll-out a state-of-the-art management system.
The central demands and needs of such as system can be elaborated as follows: As a core, the system should have outstanding portfolio, program and project management capabilities. This means that the system is well suited to track FCA's performance on all implementation levels, from activity via project to program level, as well as through the full process cycle (project ideation, fundraising, detailed planning, monitoring, reporting, evaluation). In doing so, it should be able to handle a variety of data and enables versatile data entry, data management and data analysis. Customizable reporting towards internal and external audiences and dashboard capabilities will help FCA to optimize its analytical capabilities concerning its core business. Because of the nature and context of FCA's work, the system needs to work in online / offline modes (Software as a Service / deployed) and the system needs to be functional in operationally difficult and non-stable environments, which are common in for example humanitarian situations.

As a central tool for FCA's work, the system has to handle contemporary functions (workflows, dashboards, user roles, data aggregation, indicator hierarchies) well, to take FCA's program, human resource and finance integration and reporting to the next level.

This project will to entail a proposed ‘customization phase’ during the vendor's platform, software and service models are adjusted to FCA specified needs; a proposed roll-out phase; and a proposed maintenance phase, according to specified service and maintenance model; in addition the vendor is expected to propose a training component for different user roles, as online training and on-site training. Overall, the system should be a ready to deploy product, and needs to have a successful product track record.

An applicant must have alone or together with its sub-contractors realistic technical and economic resources for successfully deliver the services and products in the scope of this request.
In case the applicant has sub-contractors it must deliver the information about sub-contractors technical or economic resources as well.
An applicant who delivers false information or doesn't deliver the requested information will be excluded from this procurement process. Also, in case the applicant doesn't meet the requirements listed in call for applications it will be excluded from this procurement process.

The Applicant or its sub-contractors submitted to this procurement process must have experience of delivering at least five (5) projects regarding a strategy execution and program management system for 50+ users per project (users utilizing the system in one organization or in a consortium of project partners).

Applicant must provide information regarding 3 references. In case the applicant submits its sub-contractors references it must be mentioned in the reference document. References are not limited to development cooperation and/or humanitarian areas.
The procurement unit reserves a right to contact the reference customers.
The applicant must be able to deliver its services and products on English language. This applies also to both oral and written communication.
The applicant must safely store all material related to possible customer and procurement unit. Equivalent security policy document will be attached to the purchase order.
The applicant must confirm that it fulfils this requirement.
On request the applicant must provide the following information on itself and submitted sub-contractors:
— Description of the company's security policy and how its staff is initiated to security policy.
