The ultimate idea of the EMS is to change the traditional commissioning of evaluations to a new service based management and facilitation of the evaluation teams. The service based approach allows that the use of evaluation expertise of the teams is more flexible so that the external evaluation expertise can be utilized already in the planning phase. External expertise is needed especially when finalizing the evaluation design, methodologies as well as when defining the required team expertise in evaluation.
The role of MFA is a commissioner of evaluations (planning the evaluation and leading the design and implementation of evaluation as well as quality assurance of evaluation), and the role of the service provider is a manager (administration, coordination and facilitation of evaluation teams and missions) of evaluations and a ‘head hunter’ of the evaluation expertise needed in evaluation teams.

Error in Annex 3A on page 8:
‘Minimum requirements: The Tenderer shall present five (5) references on large scale development policy/cooperation related evaluations (contract value > 200 000 EUR) in which the Tenderer has been the contract holder/lead company. In case the Tenderer is a consortium, this minimum requirement applies to the lead company of the consortium. The references shall not be older than 5 years. On-going evaluations qualify for references, but if evaluation is contracted by the MFA, it must be completed by the end of April 2017.’
Correction:

The role of the service provider is a manager of evaluations and a ‘head hunter’ of the evaluation expertise needed in evaluation teams.
The purpose of this assignment is to increase the quality of outsourced evaluations and also to increase flexibility, efficiency and effectiveness of the MFA in planning and commissioning evaluations.
The objective of this assignment is to pilot a new evaluation commissioning model that is based on evaluation services rather than outsourcing the implementation of evaluation as one single assignment.
The role of the service provider is a manager (administration, coordination and facilitation of evaluation teams and missions) of evaluations and a ‘head hunter’ of the evaluation expertise needed in evaluation teams.
There is an option for 24 months of service.
The approximated value of optional years will be defined in the annual evaluation plan. The budget for centralized evaluations is planned to remain the same 1 000 000 EUR per year which is subject to the parliamentary approval of the budget. Additional services for other units commissioning evaluations may be included on pilot basis to the optional contract worth of 500 000 EUR.
