The scope of the works includes management, engineering, construction of seabed intervention and offshore pipeline construction works and pre-commissioning:

The services to be executed under the contract awarded after this procurement procedure will consist of the following scopes of work:

— Pre-lay seabed intervention comprising: rock installation, subsea excavation and rock blasting and removal,

— Landfall construction/shore crossings,

— Pipelay including shore pulls and above water tie-in operation,

— Cable and pipeline (Nord Stream pipelines) crossings,

— Post-lay seabed intervention works comprising rock installation and trench backfilling,

— Pipeline pre-commissioning.

Pipe material (line pipe) will be purchased separately by the Contracting Authorities but installation contractor will be responsible for reception of pipe material on selected harbour (possibly Paldiski in Estonia or Inkoo or Hanko in Finland), bringing to the storage, storing and guarding. During the installation the contractor will bring the pipes from the storage to the installation area. Contractor will also be responsible for quality control of line pipe during manufacturing.

Seabed Intervention.

The Seabed intervention scope of works for the pre-lay and post-lay intervention work scopes include:

— Project management and engineering required to support the pre and post pipeline installation intervention work scopes;

— Provision of vessels, equipment and personnel required for the various seabed intervention campaigns;

— Installation of rock carpets and pipeline supports preferable by fall pipe vessel(s);

— Subsea excavation for lowering, trenching and levelling of the seabed;

— Subsea rock blasting and rock removal for removal of seabed peaks;

— Survey support for the seabed intervention campaigns, i.e. pre- and post-seabed intervention;

— As-built survey and reporting at the end of each phase of intervention;

— Other related services necessary for completing the scope of work.

The seabed intervention works may include seabed excavation, rock placement and boulder clearance, the extent of which will be confirmed during detailed design, will be carried out in two phases; pre and post pipeline installation.

Pipeline Installation and Pre-commissioning.

The package of work associated with the construction and testing of the offshore pipeline includes the following key activities:

— Project management and engineering required to support all aspects of the pipeline construction and pre-commissioning operations;

— Completing weld procedure qualification testing;

— Quality control of the line pipe at line pipe factory;

— Setting up of a logistics base for receipt and load-out of coated line pipe to the installation vessel;

— Taking receipt of the full quantity of coated line pipe and bare test pieces;

— Management of pipe transport logistics between the onshore logistics base and the pipeline installation vessel;

— Preparation of pipeline shore crossings at both Finnish and Estonian ends of the pipeline;

— Mobilisation of the pipeline installation vessels;

— Provision of all crew transfers;

— Provision of all fuel, lubes and consumables;

— Offshore pipelay including shore pull;

— Mid-line above water pipeline tie-in;

— Pipeline flooding, cleaning, gauging, hydro testing, de-watering and drying;

— As-built survey and reporting on completion of installation activities

The scopes of work will be described in more detail in the technical specifications, work requirements and commercial documents which will be provided to the candidates invited to the negotiations.

The procurement procedure is a negotiated procedure with prior call for competition. In negotiated procedure with prior call for competition, any economic operator may submit a request to participate in response to a call for competition by providing the information for qualitative selection that is requested by the Contracting Authorities. Only those economic operators invited by the Contracting Authorities following the assessment of the information provided may participate in the negotiations.

Sopimuksen toteuttaminen
Vaadittavat vakuudet ja takuut:

A tender security may be required in response to the invitation to submit the final tender. Tender security, performance guarantees, advance payment guarantees and warranty guarantees will be required and subjected to the Uniform Rules for Demand Guarantees (URDG) 2010 revision, ICC Publication No. 758. The terms for deposits and guarantees will be presented in the invitation to negotiate and its annexes. The final terms and conditions will be presented in the invitation to submit a final tender. The Contracting Authorities may require a tenderer or the awarded contractor to issue a parent company guarantee, if the tenderer's or awarded contractor's liquidity is not considered as sufficient to meet the contractual obligations.

Sopimuksen täytäntöönpanoehdot:

LOGIC General Conditions of Contract (GCCs) for Marine Construction together with special terms and conditions tailored for the project purpose. All survey and investigation works within Finnish Territorial waters are regulated by Territorial Surveillance Act (755/2000) and respective Decree. The contractor has to apply for a permit from Defence Command to conduct the surveys within Finnish territorial waters. This permit is also a prerequisite for the contract to be signed. Only contractors who have signed a Security Agreement conforming to protection level III (Confidential), or which has the Facility Security Clearance level III (Confidential) with Finnish Defence Forces can carry out surveying. For details, see Annex 1 of the Invitation to participate.
