The scope of the contract covers the supply of equipment and materials of the electric motor driven NG pipeline turbo compressor unit together with services listed in the procurement documents. The nominal capacity of the unit is 300 000 Nm
The procurement covers the following supplies and services:
Supplies:
— design, manufacture, inspection, testing and delivery of electrical and mechanical equipment, materials and components.
Services:
— design of electrical and instrumentation cables between skids,
— installation of delivered units/skids,
— mechanical, electrical and instrumentation installation inside the units/skids,
— tests and inspections in factory,
— preservation, packing, marking and shipping,
— storing at the factory and at the site,
— tests and inspections at site,
— site service for supervision, commissioning, start-up of equipment,
— documentation and certification,
— training of client's operation and maintenance personnel at site inclusive of all training material,
— mobilization/demobilization,
— commissioning, start-up spares and special tools,
— additional site service (according to daily rate).
The supplies and services will be described in more detail in the specifications which will be provided to the candidates invited to the negotiations.

The procurement procedure is a negotiated procedure with prior call for competition. In negotiated procedure with prior call for competition, any economic operator may submit a request to participate in response to a call for competition by providing the information for qualitative selection that is requested by the Contracting Authority. Only those economic operators invited by the Contracting Authority following the assessment of the information provided may participate in the negotiations.

Performance guarantee, advance payment guarantees and warranty guarantee will be required and subjected to the Uniform Rules for Demand Guarantees (URDG) 2010 revision, ICC Publication No. 758.

The terms concerning financial and payment provisions shall be presented in the invitation to negotiate and in its annexes. The final terms and conditions shall be presented in the invitation to submit a final tender.

The Contracting Authority will apply the criteria described in detail in Annex 1 of the Invitation to Participate in order to select three (3) to six (6) best eligible candidates to negotiations unless there are fewer than 3 eligible candidates. Only candidates that fulfil the minimum requirements and selection criteria shall be assessed.
