Baltic Connector Oy and Elering As are planning to construct the Balticconnector Pipeline, a bi-directional natural gas pipeline to connect Finland and Estonia.
This procurement procedure covers the supply of line pipe completed with internal flow coating, external corrosion coating, concrete weigh coating including supply and installation of aluminum anodes on part of the line pipes.
This is a joint procurement of Baltic Connector Oy and Elering AS. Baltic Connector Oy is the Contracting Authority responsible for carrying out this procurement procedure. Baltic Connector Oy and Elering AS have signed a co-operation agreement on joint procurement of the supplies covered by this procurement procedure. According to the agreement Baltic Connector Oy will be responsible for scheduling, design and overall management of the procurement procedure. However, the supplies shall be provided to both Baltic Connector Oy and Elering AS.

The main properties of the pipelines are described below:

— 20” line pipes — OD x wt: 508 mm x 15.9 mm — In accordance with DNV-OS-F101, and supplementary Client requirements,

— Line pipe manufacturing process: HFW,

— Line pipe material grade DNV HFW 450,

— Internal Epoxy Flow Coating,

— External 3LPE Corrosion Coating,

— External Concrete Weight Coating,

— Pipe Grade F D,

— Aluminium bracelet anodes,

— Pipe Length 77.2 km (an estimate) + contingencies [1 354 m],

— Material for weld procedure qualifications.

The scope of work associated with the delivery of the line pipe materials includes:

— Project management and engineering, including manufacturing procedures and associated quality plans and ITP’s;

— Procurement of raw line pipe carbon steel material;

— Line pipe manufacturing and testing;

— Internal flow coating of line pipes;

— External anti-corrosion coating of line pipes;

— Concrete weight coating of line pipes;

— Supply and installation of aluminium brace anodes embedded in the concrete weight coating;

— Application of external corrosion coating and associated testing;

— Delivery to the selected harbour and unloading to keel side;

— Other related services necessary for completing the scope of work.

The scope will be described in more detail in the technical specifications and other documents which will be provided to the candidates invited to the negotiations.

The construction services (seabed intervention works and pipe line installation works and pre-commissioning) of the offshore pipeline will be procured separately.

Uudistusten kuvaus:

The planned date for the contract award is in December 2017. A quantity of bare line pipe material will need to be made available to the pipeline installation contractor well in advance of the offshore pipeline construction commencing to allow the weld procedure qualifications to be completed and approved for use. All purchased material is planned to be delivered Q3 to Q4 2018.

The procurement procedure is a negotiated procedure with prior call for competition. In negotiated procedure with prior call for competition, any economic operator may submit a request to participate in response to a call for competition by providing the information for qualitative selection that is requested by the Contracting Authorities. Only those economic operators invited by the Contracting Authorities following the assessment of the information provided may participate in the negotiations.

Sopimuksen toteuttaminen
Vaadittavat vakuudet ja takuut:

Performance guarantee, advance payment guarantees and warranty guarantee will be required and subjected to the Uniform Rules for Demand Guarantees (URDG) 2010 revision, ICC Publication No. 758. The terms for deposits and guarantees will be presented in the invitation to negotiate and its annexes. The final terms and conditions will be presented in the invitation to submit a final tender. The Contracting Authorities may require a tenderer or the awarded contractor to issue a parent company guarantee, if the tenderer's or awarded contractor's liquidity is not considered as sufficient to meet the contractual obligations.
