Lahti Energia Oy will construct a combined heat and power (CHP) plant on the site of Kymijärvi located at the city of Lahti with the fuel firing input capacity of 170 MW using wooden biomass and peat and coal as spare fuel.
This procurement concerns a Flue Gas Condensing (FGC) Plant including scrubber and/or flue gas condenser, combustion air humidifier and multi-stage condensate cleaning system to produce demineralized makeup water for the boiler and needed auxiliary systems and equipment.

The contracting authority chooses at least three (3) candidates for the negotiated procedure phase and will send invitations to tender to those whose applications meet the minimum requirements for candidates' suitability. In case there are more than three (3) suitable candidates, the contracting authority screens out the number of candidates so that the invitations to tender will be sent to a maximum of five (5) suitable candidates. The contracting authority selects the most points received candidates among whose applications meet the minimum requirements for candidates' suitability. Comparison points are given to reference projects which are delivered in the past ten (10) years to Finnish weather conditions, or similar. Similar weather conditions mean that the reference plant has been used in frost winter and cold temperature conditions. Comparison points are given as following: 1 point: FGC plant delivery's condensate treatment reject sludge is returned to boiler. 2 points: FGC plant delivery's has included combustion air humidifier system, boiler plant fuel capacity ≥75 MW. 3 points: FGC plant recovery heat output ≥40 MW to DH network. 5 additional points: FGC-plant condensate treatment produces demineralized make up water suitable for the high pressure boiler over 100 bar and FGC plant's condensate treatment system production is optimized for the permeat production (make up water).

Kelpoisuus harjoittaa ammattitoimintaa:

If the candidate is a group or consortium (joint venture), it shall present an agreement or undertaking by and between the group or consortium in its application showing that the assets meeting the criteria presented with this contract notice are in the use of the group or consortium.

The candidate shall provide the following information, certificates and reports (maximum of three months old) in its application:

1) Report on whether the company is registered with the prepayment register under the Finnish Prepayment Act and the register of employers and the VAT register under the Finnish Value Added Tax Act;

2) Trade Register Extract;

3) Report specifying that the company has no tax liabilities or official report on the amount of debt;

4) Certificates on employees' pension insurance and pension insurance premium payments or report specifying that the company has made a payment agreement on outstanding pension insurance premiums;

5) Report on the collective agreement or key terms and conditions of employment applied to the contract;

6) Report on the occupational health care system;

7) Certificate on the statutory accident insurance;

8) Candidate's written and signed undertaking specifying that it has not been declared bankrupt or dissolved or has not interrupted its business activities or its debts have not been subject to confirmed arrangements with creditors or any similar statutory procedure and it has no pending procedures regarding the declaration of bankruptcy or dissolution or any other above-mentioned subject-matter;

9) Candidate's written and signed undertaking stating that the candidate or its executive or person using the representation, decision-making or supervisory authority has not being guilty of offences under section 50 of the Finnish Act of Public Contracts in Special Sectors.

The candidate can also submit the above-mentioned reports 1–7 as Tilaajavastuu.fi report.

If the candidate is not a Finnish operator, it shall submit similar details to these reports 1–7 in the form of register extracts or similar certificates or any commonly accepted manner in accordance with the current legislation in their place of residence. These documents and reports shall be submitted both in their original language and their authorised Finnish or English translations. In addition, a foreign candidate shall submit the above-mentioned reports 1 and 2 issued by a Finnish authority if the candidate has a Finnish business ID under the Finnish Business Information Act (244/2001).

If the candidate is a group or consortium (joint venture) all of its members shall submit the reports 1–9 defined above.

Taloudellinen ja rahoituksellinen asema:

The candidate shall have a solid financial standing and good credit rating.

The average value of the candidate's net sales for the last three (3) adopted financial years shall be at least 10 000 000 EUR.

Report to be submitted:

10) The candidate shall submit a reliable report on the net sales for the last three (3) adopted financial years.

The contracting authority reserves the right to establish the candidate's financial standing by using the credit rating maintained by Suomen Asiakastieto Oy or similar institution.

Tekninen ja ammatillinen pätevyys:

The candidate shall have sufficient technical requirements for the supply in terms of its size and quality.

The candidate shall have a reference of a Flue Gas Condensing Plant supply during the past ten (10) years that will meet the following criteria:

1) The supply has included the scrubber/cleaning stage and heat recovery/flue gas condensing stage, i.o.w. heat recovery technology (transferring heat into Client's District Heating network);

2) The supply has included the condensate treatment system;

3) The supply has included the auxiliary equipment and process electrification and instrumentation;

4) boiler plant fuel capacity has been ≥75 MW with biomass or peat;

5) The supply has been made for the weather conditions prevailing in Finland, i.e. the reference plant has been used in frost winter and cold temperature conditions;

6) FGC plant heat recovery output ≥20 MWTH to District Heating (DH) system.

The above-mentioned criteria can be collected from different supplies.

The candidate shall perform engineering of the supply within the EU region and fulfil the design norms required in the EU, including Finnish national legislation and decrees.

The candidate shall have a currently existing Nordic service, spare part and maintenance organisation operating in Finnish or English with a short service response time.

The candidate shall use the quality and environment certification systems ISO 9001 and ISO 14001 or any similar certified systems.

The language used in projects shall be either Finnish or English. Key persons (incl. site personnel) and project managers must speak and understand Finnish or English fluently. Although English is accepted for the project language all trainings shall be held in Finnish as a result of which the trainer shall have excellent Finnish skills (native level).

The candidate shall provide the following reports in its application:

11) List of references from the last ten (10) years showing;

a) plant's name, location and local contact information;

b) year of supply;

c) fuel power [MW] of the boiler plant and fuels used;

d) FGC plant heat recovery to District Heating (DH) system [MWth];

e) short description of the scope of supply.

12) Candidate's undertaking that the supply shall be engineered and designed within the EU region;

13) Copy of the candidate's quality and environment certification;

14) Candidate's report on currently existing Nordic service, spare part and maintenance organisation operating in Finnish or English.
