Baltic Connector Oy

The Balticconnector project is a gas infrastructure project aiming to interconnect the Finnish and Estonian gas networks in cooperation of Baltic Connector Oy and Elering AS. Project planning support from the EU within the framework of the CEF program was agreed in May 2015. The contract to be awarded on the basis of the current procurement procedure shall cover the EPCM services required for the implementation of the high pressure offshore pipeline. The scope of the contract shall also cover geophysical and geotechnical survey monitoring and analysing services, permitting services as well as project and construction management, procurement and contracting services.

This is a joint procurement of Baltic Connector Oy and Elering AS (together referred to as ‘Contracting Authorities’). Baltic Connector Oy is the Contracting Authority responsible for carrying out this procurement procedure. Baltic Connector and Elering AS have signed a cooperation agreement on joint procurement of the services covered by this procurement procedure. According to the agreement Baltic Connector Oy shall be responsible for scheduling, design and overall management of the procurement procedure. However, the services are to be provided to both Baltic Connector Oy and Elering AS.

Candidate shall be registered with:
— the appropriate trade or professional register,
— register of employers if nationally relevant, and,
— register for payers for value added tax.
In the state where such register is established under the conditions laid down by that state.

Request to participate must be made by filling out the Pre-qualification questionnaire (annex 1 of the Invitation to Participate). Information provided in the request to participate is to be used in the selection and assessment process.
The candidate shall finalize and fulfil the European Single Procurement Document (ESPD) provided as annex 2.1 of the call for competition and provide it to the Contracting Authority as an annex to the request to participate.

Objektiiviset kriteerit rajoitetun ehdokasjoukon valitsemiseksi:
The Contracting Authority shall apply the following criteria and weightings in order to select three (3) to six (6) best eligible candidates to negotiations unless there are fewer than 3 eligible candidates.
1. Experience and Quality, Weighting 90 %:
The candidate can provide details of up to 6 additional reference contracts to assess the suitability of the candidate. These should be selected to demonstrate experience of similar and equivalent projects.
2. The Number of Senior Experts Available for the Project Tasks over and above the Minimum Requirement, Weighting 10 %:
The candidate shall provide a report of the technical experts responsible for each project task. The report should provide a detailed analysis of the personnel that shall be available for the project tasks.
The criteria to be applied as well as the requirements providing the reference contracts and senior experts have been provided in detail in the PQQ.
