The Balticconnector project is a gas infrastructure project aiming to interconnect the Finnish and Estonian gas networks in co-operation of Baltic Connector Oy and Elering AS. Project planning support from the EU within the framework of the CEF program was agreed in May 2015.
The contract to be awarded on the basis of the current procurement procedure shall cover the EPCM services required for the implementation of the high pressure compressor and ultrasonic custody metering station in Finland. The scope of the contract shall cover engineering services, permitting services, project and construction management as well as procurement and contracting services on behalf of the Contracting Authority.

Balticconnector project is one of the projects included in the PCI list of the EU's CEF program and is currently in the development stage. The project has been awarded with EU CEF PCI funding for studies. The project has also been granted EU CEF PCI funding for works.

Lyhyt kuvaus:

Baltic Connector Oy is a company owned by the state of Finland. The company was set up in 2015 under the laws of Finland to implement the Finnish part for the Balticconnector pipeline project.

Balticconnector project is one of the projects included in the PCI list of the EU's CEF program and is currently in the development stage.

The final scope of the engineering services of this lot have not yet been decided. At the moment, the Contracting Authority foresees that EPCM service provider shall be responsible for FEED engineering of the high pressure compressor and custody metering station. Depending on the construction contract type, the scope may be changed to detail engineering. The final scope may be decided during the procurement procedure or, after awarding the contract. The economic operators should notice and approve that the scope may be changed according to the Contracting Authority's decision on the contract type.

Request to participate must be made by filling out the Pre-qualification questionnaire (annex 1 of the Invitation to Participate). Information provided in the request to participate is to be used in the selection and assessment process.

The candidate shall finalize and fulfil the European Single Procurement Document (ESPD) provided as annex 2.1 of the call for competition and provide it to the Contracting Authority as an annex to the request to participate.

Objektiiviset kriteerit rajoitetun ehdokasjoukon valitsemiseksi:

The Contracting Authority shall apply the following criteria and weightings in order to select three (3) to six (6) best eligible candidates to negotiations unless there are fewer than three eligible candidates.

1. Experience and Quality, Weighting 90 %.

The candidate can provide details of up to 6 additional reference contracts to assess the suitability of the candidate. These should be selected to demonstrate experience of similar and equivalent projects.

2. The Number of Senior Experts Available for the Project Tasks over and above the Minimum Requirement, Weighting 10 %.

The candidate shall provide a report of the technical experts responsible for each project task. The report should provide a detailed analysis of the personnel that shall be available for the project tasks.

The criteria to be applied as well as the requirements providing the reference contracts and senior experts have been provided in detail in the PQQ.
