Accessibility consultant services for visit Arctic Europe, tourism development project

The aim of the project in respect of this competitive tendering is to develop VAE (Visit Arctic Europe) area's accessibility to market areas, as well as to build of a functional internal accessibility model. The object of contract is accessibility section of Visit Arctic Europe project.
Intra-regional transport solutions do not take into account the tourists' needs. Current forms of service are inadequate to serve individual customers who seek and purchase travel services on the Internet.
The work consists of following tasks (included but not limited):
There are 2 objectives for accessibility section:
— to establish the needed toolkit in order to motivate the air companies to open new air routes from European hubs to VAE-region;
— to create model for internal connecting traffic and travel chains. Model shall allow smooth transfer of travelers from stations to destination, between the destinations and across borders in VAE- region. The model must also give the customer a digital solution for finding comprehensive information on the various means of transportation and the possibility of buying.
For implementation of the first objective the selected partner shall need to provide a relevant data of airport and its impact area on the basis of which airline will be able to evaluate the opening of an air route.
For realization of the second objective the selected partner shall provide data taking into account each station (airport, railway station, port) arriving and departing schedules and flow of customers and synchronize the schedules and optimal mode of transport to holiday resorts.
The Accessibility section must be treated as a whole, taking into account the feeder and connecting traffic optimization and it must cover the entire Visit Arctic Europe project region.
The model created in the project shall show, how the travel chains along with the tourist services should be visible and available for purchase under the same web address, i.e. the model should include a suggestion for the service portal.

Requirement:

prior to the Contracting Authority's contract award, the tenderer must be enrolled in the Trade Register and in the Prepayment Register in compliance with the Prepayment Act (Ennakkoperintälaki) and registered as an employer and for VAT in accordance with the Value-Added Tax Act, if the applicable laws of the tenderer's domicile so request. These requirements shall apply during the whole contract period.

Declaration: the tenderer shall declare that the requirements are met, and that it is committed to provide the contracting authority reports during the procurement process and the contract period.

Requirement: if the tenderer organization has employees working under an employment contract or in public-service employment relationship, it must comply with the existing collective agreement in the field in the tenderer's country of location, or, if no collective agreement exists, with reasonable working conditions. The tenderer must also cover his employees with insurances in compliance with the legislation in his country of location.

Declaration: the tenderer hereby declares that the requirements are met.

Vähimmäistaso(t):

1. Taxes and payments When submitting the tender it is required that the tenderer has paid all taxes and social security contributions ensuing by the legislation in his country of location, as well as the taxes and social security and pension contributions in accordance with Finnish legislation, in case that the tenderer is a subject to tax in Finland and required to pay social security contributions.

2. Business eligibility.

Requirement:

the tenderer shall meet following conditions:

— the tenderer is not bankrupt or is being wound up or has ceased operations, either have his credits been confirmed with an agreement or reorganization plan, or he is not in any kind of analogous arrangement under the law;

— there are no pending declarations of bankruptcy, orders for compulsory winding up or proceedings for other procedures referred to in paragraph above;

3. Credit rating and economic capacity.

The tenderer must have sufficient financial capacity and stability in order to implement the service in question. The tenderer's financial standing is evaluated based on information relating to the profitability, liquidity, solvency and creditworthiness.

The tenderer should be sufficiently solvent to have from Suomen Asiakastieto Oy either a rating of ‘satisfactory A’ or a risk classification of 1-3 or demonstrate equivalent standing based on financial statements or other equivalent information.

Tenderers with a ‘C’ rating or a risk indicator of 5 calculated by Suomen Asiakastieto Oy or equivalent are excluded from the tender. Tenderers with a ‘B’ rating or a risk indicator of 4 or equivalent may be excluded from participation in competitive bidding if the tenderer is unable to provide reliable evidence of action taken/to be taken to improve its financial standing.

Requirements:

the tenderer has at least one reference that correspond(s) in type to those of the contract, aka previous deliveries. Corresponding deliveries shall include and indicate the experience of developing the air traffic for demands of tourism. The project outcome must be a report that includes at least the analysis of an airport and its sphere of influence, or an analysis of a new flight route.

The references must be dated no later than three years before the submission date for the Tender.

2. Subcontracting.

the subcontractors used to provide and being directly involved in providing the services shall be listed in the Tender. The named subcontractors are regarded as the tenderer's resource. If the tenderer has invoked the resources of subcontractors on this form under ‘Human Resources’ and ‘References’, the tenderer must commit to the condition that the subcontractors he has named in the offer are available for implementation of the acquisition, if the tenderer is selected.

The awarded tenderer must, prior to the contract signing, provide the same information and the same reports regarding subcontractors directly involved in providing the services, as required on this form.
