Taloudellinen ja rahoituksellinen asema:
Requirement (1) and Required Document (1): A certificate proving that the candidate has fulfilled obligations to the payment of taxes in accordance with the legal provisions of the country in which the candidate is established. If the candidate is not a rail manufacturer, then a certificate proving that the rail manufacturer has fulfilled obligations to the payment of taxes in accordance with the legal provisions of the country in which the rail manufacturer is established is also required.

Requirement (2) and Required Document (2): A certificate proving that the candidate has fulfilled obligations to the payment of social security contributions in accordance with the legal provisions of the country in which the candidate is established. If the candidate is not a rail manufacturer, then a certificate proving that the rail manufacturer has fulfilled obligations to the payment of social security contributions in accordance with the legal provisions of the country in which the rail manufacturer is established is also required.

Requirement (3): Candidate's turnover had to be over 25 000 000 EUR in the previous financial year. Required Document (3): Candidate's financial statements for the previous financial year.
Requirement (4) and Required Document (4): A statement or evidence from bank or credit institution proving that the candidate is creditworthy.
Tekninen ja ammatillinen pätevyys:
Requirement (1): Rail manufacturer's manufacturing and quality control processes must fulfil the requirements of EN 13674-1:2011 standard or equivalent, and rail manufacturer must have capacity to produce unwelded rails of minimum length 50 meters. Required Document (1): Detailed descriptions of manufacturing and quality control processes including technical capacity document.

Requirement (2): Rail manufacturer must be an experienced producer of rails (fulfilling EN 13674-1:2011 standard or equivalent), and rail manufacturer must have deliveries of rails (fulfilling EN 13674-1:2011 standard or equivalent) at least 50000 tonnes in one year effected in 2014 or alternatively in 2013. Required Document (2): Rail manufacturer's reference list of rail deliveries including following information: steel grade, rail profile, quantity in tonnes, dates and recipients / contact persons, and also information about length of rails.

Requirement (3): Candidate must have a quality management system accredited in accordance with the EN ISO 9001 standard or equivalent. If the candidate is not a rail manufacturer, rail manufacturer must also have a quality management system accredited in accordance with the EN ISO 9001 standard or equivalent. Required Document (3a): Valid EN ISO 9001 certificate/s or equivalent of candidate and rail manufacturer. Required document (3b): Quality manual/s of candidate and rail manufacturer.

If the candidate is not a rail manufacturer, rail manufacturer must also have an environmental management system accredited in accordance with the EN ISO 14001 standard or equivalent. Required Document (4): Valid EN ISO 14001 certificate/s or equivalent of candidate and rail manufacturer.
