KEEP IT services
INTERACT
The INTERACT Programme promotes and supports good governance of Territorial Cooperation / INTERREG Programmes. INTERACT is co-funded by the European Regional Development Fund (ERDF). ERDF helps reduce the gap between development levels and living standards between different regions to the extent to which least favoured regions are lagging behind. It helps redress the main regional imbalances in the Community by participating in the development and structural adjustments of those regions whose development is lagging behind and is supporting the economic and social conversion of regions. It has a wide geographic scope covering all 28 European Union Member States and neighbouring countries.

The KEEP system
KEEP is a knowledge management tool and is in place to serve first and foremost professional Territorial Cooperation / INTERREG audiences.
KEEP is the most comprehensive source of official information on the projects and partners of Territorial Cooperation among the Member States of the European Union and between these States and the Union's neighbouring countries.
KEEP is a complex system. It is made up of a central database, containing all the data, and by the different modules that make it possible to view and manage those very same data.
The following are the current modules of the KEEP system:
— Website and database;
— Website CMS;
— Import tool;
— Geolocalisation script;
— Links checker script;
— Reporting tool.
The mission of KEEP is to be the hub for relevant information regarding projects and partners of Territorial Cooperation / INTERREG to all parties interested in Territorial Cooperation / INTERREG.
The purpose of the procurement procedure is to award a contract for the provision of KEEP IT services.
KEEP IT services include all the services that are foreseen as of now and development of new services that are not foreseen at present. These services include KEEP hosting, maintenance and development services to INTERACT, and database operation. Also software development services, including analysis, design, development, transition and project management are included to KEEP IT services.
The contractor will be requested to provide KEEP IT services to INTERACT. The services are:
— Hosting of the whole KEEP system;
— Development and corrective and adaptative maintenance of existing applications (or applications that provide the same outputs as the current ones but using different technologies);
— Development and corrective and adaptative maintenance of new applications, as per INTERACT's request or further to the contractor's own proposal;
— Data analysis, modelling and migration;
— Database design and development for web applications;
— Development and evolutive maintenance of mobile website and apps;
— Web application integration solutions;
— Database operation.
The following activities are involved in providing the above services:
— Project management;
— Analysis and Design;
— Development and programming;
— Testing (all phases), acceptance and deployment;
— Development and consulting on the applications' presentation layout;
— Consulting on the application's information architecture;
— Performance measuring and improvement;
— User interface definition and development;
— Feasibility studies and technical, usability and accessibility assessments;
— Hand-over and take-over of applications;
— Technical documentation and user training;
— Database operation (data processing, insertion and output correction).
The above is meant to be a non-exhaustive list of services and activities.
A more detailed description of the KEEP IT services and preliminary requirements are provided in the Specifications document annexed as annex 2 to the Invitation to participate.
The effective award of a contract will depend on the decision of the Monitoring Committee of INTERACT III. INTERACT Point Turku is operating under the assumption that a contract for the provision of the services that are the object of this competition will be awarded but cannot in any case guarantee this outcome.
