Invitation to tender, underwater photo imaging flow cytometer.
The Marine Research Centre of Finnish Environment Institute invites tenders for an underwater photo imaging flow cytometer to be used in research projects on marine plankton. The contract notice is published in HILMA website on 9.7.2015.
Information about institute:
The Finnish Environment Institute (also known as SYKE, after the Institute's Finnish acronym) is both a research institute, and a centre for environmental expertise. SYKE's research focuses on changes in the environment, and seeks ways to control these changes. Our expertise is based on long-term environmental monitoring, wide-ranging research results, and the Institute's highly-qualified staff.
Marine Research Center at SYKE (SYKE MRC) aims at producing information and new solutions that help decision-makers to promote the protection and sustainable use of the Baltic Sea. SYKE MRC integrates a wide spectrum of marine research, catchment research, climate change research and socioeconomic research. Multidisciplinary research makes use of observations, experimental research, numerical models, prognoses and socio-economic studies. SYKE MRC coordinates Finnish Marine Research Infrastructure (FINMARI) combining all major components of the Finnish marine research community.
PROCUREMENT NOTICE

INSTRUMENT TO BE PROVIDED
SYKE MRC carries out research projects and monitoring activities addressing the multiscale variability of phytoplankton populations in the Baltic Sea. SYKE MRC aims to purchase an automated submersible photo imaging flowcytometer instruments to carry out phytoplankton research.
Automated submersible imaging flow cytometer will be used in research projects on marine plankton. The intended scope of the instrument is for enumeration and identification of phytoplankton species. Instrument should capture high resolution photo images at high frequency to be used for taxonomic identification.
The minimum technical requirements for the instrument (1-14):
1. SYKE MRC require a versatile and flexible instrument to allow working with fixed and cabled (for power and data transfer) underwater platforms (up to 30 meters depth, distance from shore 10-300 m) and with fixed or moving laboratories using seawater flow-through.
2. Data need to be transmitted from instrument to operating PC in shore in real time.
3. Instrument should work autonomously during deployments, at least up to 6 months.
4. Instrument must have a reliable build-in protection mechanism for bio-fouling.
5. During deployments, instrument must have ability to perform analysis of standards.
6. Instrument must be able carry out automated discrete or continuous water sampling for imaging analysis at rate > 10 mL per hour.
7. Photo images need to be triggered by laser induced chlorophyll fluorescence signal. From the samples taken, photo images need to be taken continuously allowing enumeration of cells i.e. the frequency of captured images need to be > 1 000 photo images per mL of sample water, or > 20 000 photo images per hour.
8. Photo image resolution need to be 1 µm or better and it should allow good resolution photos for a size range 10-100 µm, at least. Images need to be properly focused using sheet fluid technique.
9. Instrument should be mobile (< 50 kg) and easily deployable.
10. Instrument must be operated using input voltage at 24 V, or at range from 12-48 V.
11. Instrument software should offer transfer and storage of raw images.
12. Technical support for the instrument, including the availability of spare parts, must be guaranteed for 7 years from the purchase.
13. There must be a clearly documented evidence of the full in situ functionality of the instrument in the Baltic Sea, or similar coastal sea areas at least for period of 5 years.
14. The price range for the instrument should be 100 000-200 000 EUR, with delivery time max. 8 months from the order.
Minimum requirements for the tenderers (selection criteria) (15-17):
Economic and financial capacity:
15. The tenderer has fulfilled obligations relating to the payment of social security contributions, taxes and pension insurance contributions if required by his national legislation.
16. The tenderer is registered in all public registers, such as trade register, preliminary tax register, employer register and VAT register, if required by his national legislation.
Technical and professional capacity:
17. Minimum of three references of the instruments of the similar type as requested here.
Requirements for the offer (18-27):
18. Cost of basic instrument setup and related software (VAT 0 %) fulfilling the minimum requirements, accompanied with the documentation that fully describes the proven technical performance of the instrument (i.e. specify how instrument meet the minimum technical requirements given in 1-14). The technical details must be given, at the minimum, with the accuracy required to compare offers.
19. Estimate of annual running costs, including biosides and standards (assume constant use) (VAT 0 %).
20. Estimated cost of spare parts required within the first three year period (assume constant use) (VAT 0 %).
21. Estimated annual service costs (VAT 0 %).
22. Estimated costs for delivery, duties and insurances.
23. Information on guarantee.
24. Information on the availability and cost of technical support and availability of spare parts in future.
25. The tendered must include in the offer the following certificates to determine the eligibility for the tenderer:
— certificate of paid taxes and social security contributions,
— certificate from the pension insurance company on paid pension insurance contributions,
— extract from the Register of Companies and certificates of the registration to preliminary tax register, employer register and VAT register.
If the tenderer for whatever reason cannot include such certificates in the offer, he must provide adequate information, why he was not able to provide the certificates, and that he has fulfilled all legal obligations required by his national legislation.

27. Estimated delivery time.
The offers should be in effect until the end of December 2015. The upper limit for the offer is 200 000 EUR (VAT 0 %).
Terms and conditions:
General Terms of Public Procurement in Supply Contract (JYSE 2014 Supplies, appendix 1) shall be followed.
Title and all risk of loss or damage to the instrument shall pass from the tenderer to SYKE when the instrument shall be received and unloaded on the basis of DDP (INCOTERMS 2010) Destination of delivery is Helsinki.
Detailed terms and conditions of the delivery, installation and training will be agreed between Finnish Environment Institute and the supplier in the procurement agreement.
Terms of payment: up to 50 % prepayment may be requested by supplier. Payments shall be paid against an invoice. If not otherwise agreed, the invoice shall be due for payment 21 days from the arrival of an acceptable invoice.
The guarantee period shall be at minimum 12 months, if not otherwise agreed. The guarantee period shall begin from the day on which SYKE has received and accepted the supplies.
All the technical manuals and software needed to operate the instrument must be provided at the time of delivery.
Award criteria:
Only the tenderers meeting the requirements set for the instrument, the tenderer and the offer will be evaluated in terms of price.
The contract will be awarded to the tenderer who submits the offer with the lowest price.

Public access to tender documents:
The procurement documents are public according to the Act on the Openness of Government Activities. Therefore the offers should not contain any trade secrets. If it is necessary to include any trade secrets in the tender, these must be explicitly noted. The total price of the tender cannot be a trade secret.
Decision:
Finnish Environment Institute retains the right to decline a tender if the minimum requirements set for the instrument are not fulfilled, if the total price is higher than 200 000 EUR (VAT 0 %), if the tender arrives after the deadline, if the tender does not include required documentation or if the tender does not otherwise correspond to this invitation. Finnish Environment Institute retains the right to decline all offers. The procurement may include only part of the items included in the offer.
Offers delivered in time will be compared according to Finnish legislation of public procurements.
Decision of purchase will be made during 2015. The decision will be made known to all suppliers who have provided a valid tender.
