The Contracting Authority in this procurement procedure is Helsingin Kaupunginteatteri/Helsingin teatterisäätiö (referred also as Helsinki City Theatre).
Helsinki City Theatre, founded in 1964, is the biggest professional repertoire theatre in Finland. The theatre is maintained by Helsinki Theatre Foundation. The Theatre has currently 6 stages: big stage (947 seats), small stage (347 seats), studio Elsa (240 seats), Theatre Studio Pasila (324 seats), Arena stage (500 seats) and Lilla Teatern (267 seats).
Helsinki City Theatre will be refurbishing the small stage's over-stage and under-stage machinery. The object of the contract is the delivery and installation of the stage engineering equipment. The basic information concerning the subject of the contract will be provided in the invitation to participate. A more detailed description of the contract and definition of the requirements will be provided as a part of the Invitation to Tender that will be submitted only to those candidates that are invited to tender after pre-qualification stage of the procurement procedure.

Registration

Candidate shall be registered with:

— the appropriate trade or professional register,

— register of employers, and,

— register for payers for value added tax.

in the country where it is established under the conditions laid down by that country.

Candidate shall provide authenticated extracts from the registers translated in English or in Finnish.

Obligations related to taxes

Candidate has fulfilled all its obligations related to taxes in the country where it is established. Candidate shall provide an authenticated certificate stating that obligations related to tax have been fulfilled translated in English or in Finnish.

Obligations related to social security and pension insurance contributions

Candidate has fulfilled its obligations related to social security and pension insurance contributions in the country where it is established. The candidate may be accepted if a payment scheme approved by an authority has been prepared for the payment of the neglected payments. Candidate shall provide an authenticated certificate stating that obligations related to social security and pension insurance contributions have been fulfilled or an authority-approved payment scheme translated in English or in Finnish.

Obligations related to labour laws

Candidate has fulfilled its obligations related to labour laws and applicable collective labour agreements (if any) in the country where it is established. Candidate shall provide an authenticated report covering the applicable labour agreement or the essential terms of the contracts of employment applied to employees, translated in English or in Finnish.

Professional Indemnity Insurance or Liability insurance

Candidate confirms that he has, or can, commit to obtain, prior to the commencement of the contract, evidence of professional risk indemnity insurance. Candidate shall provide an authenticated certificate stating he has, or can, commit to insurance, translated in English or in Finnish.

Information Regarding Economic/Financial Standing

Candidate shall furnish proof of his financial and economic standing and credit worthiness and provide adequate assurance of his financial strength and capacity to meet its financial commitments. Candidate has been issued with at least upper medium tier credit rating, i.e. the candidate has strong capacity to meet its financial commitments.

Information regarding the turnover of the candidate

The turnover of the candidate shall be at least EUR 1 500 000 (value added tax excluded) from the last confirmed accounting period.

Experience in over-stage engineering

Candidate shall provide evidence of having the necessary capacity and capability to deliver stage engineering equipment, planning, installations and other works required.

Candidate shall provide details of at least 1 similar contract undertaken on a theatre or an opera house for at least 350 people's audience. Similar contract = candidate has been responsible for renovation of over-stage engineering equipment, including delivery, planning, installations and maintenance contract after installation. Candidate may have used subcontractor, but candidate had the main responsibility of the contract.

Experience in under-stage engineering

Candidate shall provide details of at least one similar contract undertaken on a theatre or an opera house for at least 350 people's audience. Similar contract = candidate has been responsible for renovation of under-stage engineering equipment, including delivery, planning, installations and maintenance contract after installation. Candidate may have used subcontractor, but candidate had the main responsibility of the contract.

Quality Management

Candidate has an externally accredited quality system for production and manufacture of stage machinery.

Safety Certification

Candidate has an independent third party safety certification of their control system.

The aim of this questionnaire is to determine a short-list of bidders out of those who expressed an interest to Helsinki City Theatre's Small Stage's Over-stage and Under-stage Machinery Procurement. Those bidders who are successful at this pre-qualification stage will then be invited to tender in the negotiated procedure.

According to the Finnish Act on Public Procurement, contracting authority shall indicate in the contract notice objective and non-discriminatory criteria and rules, which shall be applied in negotiated procedure to admit candidates to the tendering procedure.

The contracting authority shall apply the criteria listed in Pre-Qualification Questionnaire in order to select 3 (three) to 5 (five) best eligible candidates that shall be invited to negotiations and tendering procedure.
