Fenno-Skan 1 partial HVDC cable replacement

The procurement will be a turn-key project consisting of the studies, design, construction, testing and planning of the partial Fenno-Skan 1 HVDC cable replacement. The section to be replaced starts from the cable termination from Rauma, Rihtniemi, and ends in the sea. The cable is 400 kV NOVA-L 1 x 1 200 mm² Cu HVDC cable, which is an armoured submarine cable with MI paper insulation. The procurement includes the following main parts:
— Theoretical studies and electrical calculations to determine the replacement length;
— Seabed and land surveys for determining the best route for the replacement cable;
— Design, manufacturing, testing and laying of the replacement HVDC cable in the nearshore and land area in Finland;
— Design, manufacturing, testing and installations of all necessary accessories, terminations and joints;
— Complete burial operation. This includes all trenching and burial operations within the replaced cable section. The burial length and protection requirements will be defined later;
— Fast repair preparedness during commissioning of the new HVDC cable section after completion;
— Removal and disposal of the replaced cable;
— Delivery of any surplus cable delivery to a cable storage.
Note that the studies performed before cable installation may reflect to the delivery scope and that the delivered cable will be used in cold conditions that exist in the specified installation location.
Background:
Svenska Kraftnät and Fingrid, transmission system operators of Sweden and Finland, are operating the 500MW Fenno-Skan 1 HVDC (High Voltage Direct Current) interconnection between Sweden and Finland, commissioned in 1989.
During the years of operation the Fenno-Skan 1 has suffered from multiple breakdowns and the studies have indicated that the cable condition could have been degraded in a specific section in the submarine cable.
This section is currently seen to be on the Finnish side, starting from the cable termination in Rihtniemi, Rauma and ending in the seabed 20 kilometers from the termination. This will be verified by the studies included in the procurement.
