FEED (Front End Engineering and Design) for Hamina LNG Oy
A new Liquefied Natural Gas (LNG) regasification and send-out terminal is planned to be built and located in the Port of Hamina in the Baltic Sea, on the Finnish coast. The terminal must serve for the storage of LNG and the regasification and send-out of gas to existing distribution network serving the regional and national market of Finland. In addition to the send-out of natural gas through the pipeline, the proposed terminal will have an area for loading up trucks and the ability to load LNG back to bunkering barges and small-size tankers. It is presumed that this LNG-terminal will be build in accordance with European and Finnish Standards.
The objective of the FEED work are to:
— Develop and optimise facility design to satisfy functional requirement at lowest possible life costs, without compromising safety and environmental considerations,
— Develop a set of technical documentation compiled in a FEED to use as the basis for effective transition into an EPC contract, including construction program,
— Develop preliminary execution plans including a schedule for the EPC Phase. Starting of construction planned for June 2016,
— Develop a CAPEX cost estimate within a range of –10 % to +15 %,
— Develop a OPEX cost estimate within a range of –10 % to +20 %,
