Balticconnector Engineering, Project Management and Procurement Services (‘EPM Services’)

Gasum Oy

This is a joint procurement of Gasum Oy and Elering Gaas AS. Gasum Oy is the Contracting Authority responsible for carrying out this procurement procedure. Gasum Oy shall be responsible for scheduling, design and overall management of the procurement procedure. However, the services being procured are to be provided to both Gasum Oy an Elering Gaas AS.
The Balticconnector project is a gas infrastructure project aiming to interconnect the Finnish and Estonian gas networks in a joint project of Gasum and the Estonian gas transmission system operator Elering Gaas AS.
The purpose of the procurement procedure is to award a framework agreement for the provision of engineering, project management and procurement services (hereinafter referred to as ‘EPM Services’) required for Pre Investment Decision (hereinafter referred to as ‘PRE-FID’) phase of Balticconnector project.
The scope of Balticconnector project and the required EPM Services consist of:
— 80 km of high pressure offshore pipeline detail engineering, geophysical and geotechnical survey monitoring and analysing, and permitting;
— 22 km of high pressure onshore pipeline detail engineering and permitting in Finland;
— 47 km of high pressure onshore pipeline detail engineering and permitting in Estonia;
— high pressure onshore pipeline city-gate detail design in Estonia;
— 2 pcs. of high pressure compressor and custody metering station FEED engineering;
— Procurement services required for equipment and contracting;
— Project and engineering management of abovementioned engineering services;
— Required project services;
— Providing geophysical and geotechnical surveys as an optional service;
— Other similar services.
EPM services are expected to be required between 11/2015-3/2018. The Framework agreement shall stay in force until the end of year 2018. The estimated value of the services exceeds the applicable EU-threshold for goods and services as determined in the The Directive 2004/17/EC of the European Parliament and of the Council on the coordination of entities operating in the water, energy, transport and postal services sectors.
The procurement procedure is a negotiated procedure. The aim of this pre-qualification stage of the procurement procedure is to determine a shortlist of bidders out of those eligible candidates who expressed an interest to participate in the procurement of Balticconnector EPM Services. Candidates successful at this pre-qualification stage shall be invited to negotiations.
The contracting authority shall apply the following criteria and weightings in order to select 3 to 6 best eligible candidates to tender unless there are fewer suitable candidates.
1. Experience and Quality, weighting 90 %;
2. The Number of Senior Experts available for the Project Tasks over and above the Minimum Requirement, weighting 10 %.

Osallistumisehdot
Kelpoisuus harjoittaa ammattitoimintaa:

1. Registration:

The Candidate shall be registered with the appropriate trade or professional register, register of employers if nationally relevant, and register for payers for value added tax in the state where such register is established under the conditions laid down by that state. Candidate shall provide authenticated extracts from the referred registers on request of the Contracting authority.

2. Obligations related to taxes:

Candidate must have fulfilled all obligations related to taxes in the state where it is established. Candidate shall provide an authenticated certificate stating that obligations related to tax have been fulfilled on request of the Contracting authority.

3. Obligations related to social security and pension insurance contributions:

Candidate must have fulfilled the obligations related to social security and pension insurance contributions in the state where it is established. Candidate shall provide an authenticated certificate stating that obligations related to social security and pension insurance contributions have been fulfilled or an authority-approved payment scheme on request of the Contracting authority.

4. Obligations related to Labour Laws:

Candidate must have fulfilled the obligations related to Labour Laws and applicable collective Labour agreements (if any) in the state where it is established. Candidate has arranged occupational healthcare for employees and obtained an insurance against employment accidents. Candidate shall provide authenticated reports covering the applicable Labour agreement or the essential terms of the contracts of employment applied to employees, and certificates regarding the arrangement of occupational healthcare and employment accidents insurance on request of the Contracting authority.

7. Professional Indemnity Insurance or Liability insurance:

Candidate must confirm that he has, or can commit to obtain, prior to the commencement of the framework agreement, evidence of professional risk indemnity insurance, minimum value of 2 000 000 EUR.

Candidate shall provide an authenticated certificate stating that he has, or can commit to obtain insurance on request of the Contracting authority.

Taloudellinen ja rahoituksellinen asema:

1. Candidate shall provide a copy of audited accounts or equivalent information for the most recent two years, along with details of any significant changes since the last year end; and 1 of the following:

1) A statement from trusted credit institution or credit rating agency stating that candidate has been issued with at least medium tier credit rating, i.e. the candidate's financial situation is good and he has good capacity to meet its financial commitments, or:

2) A statement from a credit institution or a bank stating that candidate has been issued or will be issued a performance guarantee worth of 500 000 EUR where the institution of bank undertakes irrevocable responsibility of the commitments of the candidate, waiving all rights of objection, if the candidate is in breach of its contractual obligations, or:

3) A Parent company guarantee or equivalent that demonstrates that the parent company that fulfils the above mentioned economic and financial requirements (1 or 2) takes irrevocable responsibility for the commitments of the candidate.

2. Information regarding the turnover of the candidate.

The turnover of the candidate shall be at least 30 000 000 EUR from the last 2 confirmed accounting periods.

The requirement will be assessed in relation to the consortium or group of companies as a whole, including subcontractors relied to, that will take part in the production of the services.

Tekninen ja ammatillinen pätevyys:

1. References:

Candidate shall provide evidence of having the necessary professional capacity and capability to deliver the engineering services described in the Invitation to Participate. As a minimum requirement, candidate shall provide a list of reference contracts 1 of the each 3 principal EPM services categories, provided in the past 3 years, with the sums, dates and recipients. The candidate is required to prove that he has successfully acted as the main responsible service provider of:

1. Basic or detail engineering of an offshore high pressure natural gas or oil pipeline;

2. Basic or detail engineering of an onshore high or low pressure natural gas pipeline or oil pipeline; or basic or detail engineering of a high pressure natural gas transmission compressor station;

3. Project management of similar and successful EPM services.

2. Resources and educational and professional qualifications of candidate's personnel:

The candidate shall give details of its personnel responsible for providing the engineering and project management services. The members of the candidate's personnel must meet the minimum educational and professional requirements as described in the Pre-Qualification Questionnaire.

The purpose of the procurement procedure is to award a framework agreement for the provision of engineering, project management and procurement services (hereinafter referred to as ‘EPM Services’) required for Pre-Investment Decision (hereinafter referred to as ‘Pre-FID’) phase of the Balticconnector project. The Contracting Authorities have decided to discontinue the procurement procedure and have decided not to conclude the framework agreement. The procurement procedure as well as the award decision have hereby been cancelled as the invitation to tender may not have safeguarded the submission of mutually comparable tenders. Therefore, the Contracting Authorities have decided to discontinue the procurement procedure. The structure of the Balticconnector project has also been changed after the award decision and the contracting authority's need to establish a framework agreement covering all EPM services of the project does not exist any more.
