Trainer Aircraft Procurement

Finnish Air Force Materiel Command

The Finnish Air Force Materiel Command acting on behalf of the Finnish Defence Forces and from now on referred as the Finnish Defence Forces is in the process of renewing the aircraft fleet for elementary and basic flight training. The intention is to purchase a fully aerobatic capable Trainer Aircraft with a seating for the crew of 2 to 4 persons. The Aircraft shall be EASA CS-23, JAR-23 or FAA FAR-23 certified for Instrument Meteorological Conditions. The Aircraft shall have a Tricycle Landing Gear configuration and Centre-Stick type flight controls.
The acquisition consists of 20 to 25 Aircraft, initially required products and services for operation, training for the flight and ground personnel and the required logistics. According to the current plans the procurement would include an option to purchase additional three to ten (3 - 10) Aircraft.
The Finnish Defence Forces is pleased to place a Request for Participation Application (RPA) for the above mentioned supplies.
Procurement Procedure
The procurement including this RPA will be fulfilled in accordance with the Finnish Act on Public Contracts 348/2007 and with its later amendments. The procurement procedure is Competitive Dialog Procedure. The use of Competitive Dialog Procedure is justified as the maintenance and logistics concept can not be fully defined without a negotiation phase. The maintenance, logistics and operating services of the current Trainer Aircraft fleet have been contracted to a third party.
The Contracting Authority publishes a Contract Notice in which the Contracting Authority invites potential candidates to submit their Participation Applications. The Request for Participation Application shall be sent to the manufacturers by request. Only original aircraft manufacturers are accepted to participate in this procurement (no agents).
All Candidates who have submitted the Participation Application fulfilling the Requirements defined in the RPA including all its appendices will be invited to participate in the negotiations.
The Procurement Procedure is divided in the following phases:
1. The Contract Notice is published including this Request for Participation Application.
2. Negotiation Invitations with a preliminary Request for Quotation will be sent to the accepted Tenderers.
3. The final Request for Quotation (RFQ) will be sent to the Tenderers in accordance with the Negotiation Invitation.
