The Finnish National Opera in Helsinki will be replacing the seats in its main auditorium in the summer of 2015. The main object of the contract is the delivery and installation of the seats.
The Finnish national Opera is seeking a robust and proven seat that is similar in design character. It needs to be well designed with very careful attention to detail. The design needs to be capable of being easily adapted to different widths, heights, and back angles with suitable adjustment to allow it to be installed on sloping floors. The design will also need to take account of adjacent side seats in the upper tiers being rotated to face the stage.
The seating manufacturer will need to deliver a seat that matches strict acoustic criteria. This will require laboratory testing and modification, if necessary, to ensure the seat design meets these criteria. The Opera has already purchased fabric for the chair. The fabric will be supplied to the successful seating manufacturer.
The installation will need to take place during a short period during the summer shutdown. It is vital that the seating manufacturer can work reliably to a tight programme.
The contracting authority in this procurement procedure is Senate Properties. Senate Properties is a government owned enterprise under the aegis of the Finnish Ministry of Finance.
A more detailed description of the contract and definition of the requirements will be provided as a part of the Pre-Qualification Questionnaire.

There may also be some high chairs with foot rests in the boxes. There may be two or three different "nominal" seat widths as well as variation in seat sizes to accommodate site tolerances. Registration:

Candidate shall be registered with:

— the appropriate trade or professional register,

— register of employers, and,

— register for payers for value added tax in the state where it is established under the conditions laid down by that state.

Candidate shall provide authenticated extracts from the registers translated in English. Extracts shall be annexed to the Pre-Qualification Questionnaire.

Where the country in which the candidate is established does not issue such documents they may be replaced by a declaration on oath or by a solemn declaration under the law of the country in which the candidate is established.

Candidates subject to exclusion criterion in accordance with sections 53 or 54 of the Public Procurement Act of Finland may be excluded from procurement procedure.

Taloudellinen ja rahoituksellinen asema:

Obligations related to taxes:

Candidate has fulfilled all its obligations related to taxes in the state where it is established.

Candidate shall provide an authenticated certificate stating that obligations related to tax have been fulfilled translated in English. The certificate shall be annexed to the Pre-Qualification Questionnaire.

Obligations related to social security and pension insurance contributions:

Candidate has fulfilled its obligations related to social security and pension insurance contributions in the state where it is established.

The candidate may be accepted if a payment scheme approved by an authority has been prepared for the payment of the neglected payments.

Candidate shall provide an authenticated certificate stating that obligations related to social security and pension insurance contributions have been fulfilled or an authority-approved payment scheme translated in English. The certificate shall be annexed to the Pre-Qualification Questionnaire.

Professional Indemnity Insurance or Liability insurance:

Candidate confirms that he has, or can, commit to obtain, prior to the commencement of the contract, evidence of professional risk indemnity insurance.

Candidate shall provide an authenticated certificate stating he has, or can, commit to insurance, translated in English. The certificate shall be annexed to the Pre-Qualification Questionnaire.

Information Regarding Economic/Financial Standing

Candidate shall furnish proof of his financial and economic standing and credit worthiness and provide adequate assurance of his financial strength and capacity to meet its financial commitments.

Candidate shall annex to Pre-Qualification Questionnaire a copy of audited accounts or equivalent for the most recent two years, along with details of any significant changes since the last year end and statement from trusted credit institution or credit rating agency stating that candidate has been issued with at least medium tier credit rating , i.e. the candidate's financial situation is good and he has good capacity to meet its financial commitments. Alternatively the candidate is entitled to provide other documentation and reports concerning financial and economic standing as defined in the Pre-Qualification Questionnaire (section 8.1).

Information regarding the turnover of the candidate:

The turnover of the candidate shall be at least EUR 2,000,000.00 (value added tax excluded) from the last confirmed accounting period. The candidate shall confirm that he fulfils the the minimum requirement for turnover.

Obligations related to Labour Laws:

Candidate has fulfilled its obligations related to Labour Laws and applicable collective Labour agreements in the state where it is established.

Candidate shall provide an authenticated report covering the applicable Labour agreement or the essential terms of the contracts of employment applied to employees, translated in English. The report shall be annexed to the Pre-Qualification Questionnaire.

Tekninen ja ammatillinen pätevyys:

Candidate shall provide evidence of having the necessary capacity and capability to deliver seats, planning, installations and other works required.

Candidate shall provide details of at least one similar contract undertaken in multi-tier (at least stalls and 2 tiers) opera house or concert hall or lyric theatre seating over 900.

Candidate is required to indicate the reference contract in the format set out in the Pre-Qualification Questionnaire. In addition, candidate may provide copies of completion certificates or customers' written declaration which validate the reference provided. In addition please provide any further description that helps to describe the project together with visual material.

The reference must be from within the last 3 years. The earliest delivery approval date is year 2011 (the delivery was approved by the customer in 2011 or after). The delivery approval date is the date the delivery of the seats or the installation of the seats was accepted by the customer. If such date cannot be provided the approval date is the date when the customer started the use of the end result.

Resources and Management structure:

Candidate shall provide a report on resources and management structure applied to a project of this nature.

Candidate shall provide a report (maximum of two pages) on resources and management structure for this project in English and annex it to the Pre-Qualification Questionnaire.

Quality Management:

Candidate has an externally accredited quality system for design, production and manufacture of chairs.

Candidate shall provide a certificate on quality management in a format set out in the Pre-Qualification Questionnaire. Report shall be provided in English and annexed to the Pre-Qualification Questionnaire.

In house testing for strength and durability:

Candidate shall have necessary capacity and capability for testing strength and durability of chairs.

Candidate shall provide a report on technical experts and bodies responsible for quality controls and means of study and research which are available to quality control measures. Report shall be provided in English and annexed to the Pre-Qualification Questionnaire.

The contracting authority shall apply the following criteria in order to select the candidates that shall be invited to tender.

1. Experience and Quality, weighting 70 %.

The candidate shall provide details of similar contracts to assess the suitability of candidates. These should be selected to demonstrate experience of completing projects with:

— in multi-tier (at least stalls and 2 tiers) opera house or concert hall or lyric theatre seating over 900,

— in auditoria with sloping tiers,

— in auditoria with rotated and/or staggered side seating,

— in other auditoria where seats have been designed and tested to meet specific acoustic design criteria.

2. Personnel, weighting 15 %.

The candidate shall provide information regarding qualifications, skills and experience of the individuals whom candidate proposes to work on this project. Candidates should demonstrate the skills and experience of their personnel with:

— Information regarding the number of individuals nominated to work on this project,

— Information regarding their experience in similar projects,

— Information regarding relevant special skills and qualifications they possess.

3. Risk Management, weighting 15 %.

The candidate shall provide a description of its risk management. The schedule of the project is strict and any delays may result in postponing the project. Thus, the candidate should demonstrate its applicable risk management procedures with:

— Information regarding risk assessment processes (i.e. procedures to identify essential risks and risk evaluation process),

— Information regarding risk control measures (i.e. measures applied to reduce risks and eliminate them).
