Finnish Transport Agency (FTA) invites you to submit your Tender on the service of a Multibeam Echo Sounder (MBES) System Hydrographic Survey on Finnish Inland waters in Vuoksi water system. The goal for this procurement process is to finalize contract with the Finnish Transport Agency. The name of the Project is the Finnish Inland Waters Hydrographic Surveys 2013 (Finland - JJKJ2013).
First notice on this procurement was published in TED on 13 Nov 2012 (2012/S 218-359345).
FTA is the government agency primarily responsible for providing infrastructural services in the form of safe and accessible fairways to meet the needs of shipping in territorial, in EEZ and in inland waters. A comprehensive MBES survey of the areas specified herein is critical for the efficient routing and safe navigation of all types of shipping.

The purpose of the project is to perform hydrographic surveys based on the specifications and drawings included in this document and appendices.The purpose of this procurement is to receive fixed tendered areas based on a fixed price (lump sum) on a specified uniform areas in the lake Saimaa areas. The lump sum value of the Project is 1,0 Million EUR which will be addressed into one contract according to the tender evaluation. The Buyer reserves the right to accept or reject a tendered cumulative areas, if not all the areas northern Juojärvi, Kermajärvi, Ruokovesi, water level surveys, lake Saimaa A and B are included to the tender and fixed price 1,0 million EUR.The hydrographic surveys are to be performed according to the IHO S-44 ed.5 standards and FTA and SMA's common implementation of it, named FSIS-44. The results of these hydrographic surveys will be used in updating nautical charts and associated navigational publications.The Project shall be completed by 31 July 2014.1 000 000

The purpose of the project is to perform hydrographic surveys based on the specifications and drawings included in this document and appendices.

The purpose of this procurement is to receive fixed tendered areas based on a fixed price (lump sum) on a specified uniform areas in the lake Saimaa areas. The lump sum value of the Project is 1,0 Million EUR which will be addressed into one contract according to the tender evaluation. The Buyer reserves the right to accept or reject a tendered cumulative areas, if not all the areas northern Juojärvi, Kermajärvi, Ruokovesi, water level surveys, lake Saimaa A and B are included to the tender and fixed price 1,0 million EUR.

The hydrographic surveys are to be performed according to the IHO S-44 ed.5 standards and FTA and SMA's common implementation of it, named FSIS-44. The results of these hydrographic surveys will be used in updating nautical charts and associated navigational publications.

The Project shall be completed by 31 July 2014.

Vaihtoehtojen kuvaus:

- Option 1a and 1b prices are to be given for additional survey work as a day rate (24 h) or daylight rate (12-14h). It can be used in negotiations for additional survey tasks to be performed within the specified areas that arise during the project, e.g. to detect 3 m contour line from 5,5 m towards shoreline. Option 1a day rate price is for the vessel(s) intended to perform MBES hydrographic survey work in areas JJKJ 2013. Option 1b day rate price is for the vessel(s) intended to perform e.g. SBES / SideScan hydrographic survey work in very shallow areas, where full bottom coverage is not requested. The Buyer plans to use about 20% on top of the lump sum for options.

- Option 2 include prices for the water level station survey and leveling work. This work may take place in inland lake areas of Finland up to latitude 65°N. Timetable of each option 2 task will be agreed separately, but all material shall be rendered latest on 2 Dec 2013.

- Task 1 on one watel level station

- Task 2 line leveling price / km for both class leveling work. Minimum charge is 1 km for each task.

- Leveling survey group daily salary and per diem cost for transfer time;

- Leveling survey group vehicle kilometer cost for transfer transportation with only one van-type car;

The certificates shall not be older than 2 months, counting backwards from the date of submitting the Tender:

a. Certificate of company registration by providing an extract/print from the Registry of Companies or respective document from the registry authority of the register country.

b. Certificate that the Tenderer has fulfilled its obligations relating to payment of social security and pension contributions.

c. Certificate that the Tenderer has fulfilled obligations relating to payment of taxes, pension obligations and VAT.

The tenderer or possible subcontractors shall not be part of any of the following in the last 5 years:

- the tenderer has been set to bankruptcy, or a court has set a composition or a court has set the tenderer into a loan rearrangement or streamlining,

- the tenderer has been summoned for the above mention procedure in a court of law,

- the tenderer has been placed into liquidation,

- the tenderer has a legal conviction of an illegal act related to his trade,

- the tenderer has in his trade been found guilty of breaching the rules of conduct.

Taloudellinen ja rahoituksellinen asema:

The Tenderer shall be credit worthy and provide a certificate of financial status, not older than 2 months, from the date of submitting the Tender. The Tenderer shall provide a certificate from UC, Dun & Bradstreet or other finance company. The credit rating, to be approved, shall be at least 3, when the rates are between 1 and 5 where 5 is the lowest risk.

If a Tenderer cannot present the above required document, the Tenderer may prove their credit rating by other documents approved by the buyer. If a tenderer is relying on financial guarantee from a mother company such guarantee shall be given in writing from the mother company. The mother company's name and registration number shall be clearly stated in the tender. Documented credit rating for the mother company shall be provided and it shall fulfil the above mentioned requirements.
