ATN/VDL Mode 2 Datalink Network Service
Finavia Oyj
Provision and implementation of VDL Mode2/ATN connectivity between aircraft and Finavia's Air Traffic Management (ATM) system within specified area in Finland to facilitate Controller Pilot Data link Communciations (CPDLC) for the purposes of compliance with the Implementing Rule on Data Link Services issued by the European Commission's Single Sky Committee (regulation EC 29/2009). The provision shall include radio equipment required for the implementation.
The service shall be available for the aircraft operator customers of ARINC and SITA.
The chosen geographic area may be extended from the minimum required in the regulation.
The network shall provide interface to Finavia's ATM system.
The procurement may consist of deliveries of one or several providers.

The available information on the Tenderer's financial condition should be presented. This should include at least Financial Statements such as balance Sheet and profit and Loss Account for the three fiscal perdiods last ended.
The official attestation by an authority that the supplier has paid all statutory social security fees and taxs in accordance with legislation.
The financial status of the Tenderer shall be sufficient for plausible realisation of the procurement.
The Tenderer shall present brief information on similar Datalink network deliveries in which he has acted as main Contractor and which have been accepted by the buyer. Deliveries to Air Navigation Service Proders are of special interest.
The experience of the Tenderer shall be sufficient for plausible realisation of the procurement.
