Meta-analysis of centralised development evaluations

This meta-analysis includes a thorough desk study, and thereafter, there will be interviews and questionnaires, if deemed necessary by the evaluators, and subject to agreement with EVA-11.
This meta-analysis will assess and collate information contained in a maximum of 30 evaluations dating from 2004 to 2012. The sample of evaluation reports have been compiled so that from the years 2004, 2005, 2008, 2009 and 2011 three elevation reports per year were randomly selected by drawing numbers. In the years 2006 and 2007 only three evaluations were commissioned, and thus they were all included in the list. The tentative list of the selected evaluation reports is in Annex 2.
The earlier Meta-Analyses, Results Based Approach evaluation, and the Sustainability in Poverty Reduction: Synthesis evaluation, as well as, the peer reviews on a number of the wider evaluations can be used as supplementary information sources. The management responses, back-reports, to the extent they are available yet, and other material might also be studied, especially in assessing the timeliness, utility, and impacts of the evaluations.
The evaluation reports should be assessed individually and the results of the assessments of the reports are synthesised into an evaluation report. This report will be publicly presented and published.
Moreover, a compendium of the assessment results of the individually examined and scored evaluation reports shall be submitted to EVA-11 as material for their internal use only (Section 8.5).
This Meta-Analysis will also examine three implementation process modalities of performing evaluations, which have been experimented by EVA-11 in 2010-2012.
