JHR DESIGN AND MANUFACTURING OF THE UGXR BENCH UNDERWATER PART
The French nuclear research organisation CEA (Commissariat à l'Énergie Atomique et aux Énergies Alternatives,
www.cea.fr) has started to build a new test reactor, Jules Horowitz Material Testing Reactor (JHR MTR), in Gadarache, South-France. The design and manufacturing of the reactor is performed in international co-operation for which a consortium has been established in March 2007. Finland participates in the construction of the JHR test reactor via VTT’s in-kind deliveries and as a member of the international consortium with currently 12 members. The Finnish in-kind contribution includes among other things an underwater photon emission and transmission tomography system for reactor pool and to the irradiated components storage pool. One of the technical components in this system is the mechanical bench to be used to hold and move (with vertical and transverse movements and rotation) the inspected JHR test device containing irradiated nuclear fuel. This call for tenders has been established to select the designer and the manufacturer of this bench.
Selection of the tenderer will be done in co-operation between VTT and CEA. However, VTT is the responsible partner for the delivery of the device.
The objective is to find one professional tenderer that can guarantee a high standard of quality through restricted procedure and who is capable to provide the work in its entirety. VTT Technical Research Centre of Finland will carry out the tenderer selection in cooperation with CEA (Commissariat à l'Énergie Atomique et aux Énergies Alternatives) and will choose one tenderer from among the candidates.
The work is divided into two phases:
1. Final design work
The tenderer will perform the final design of the underwater photon emission and transmission tomography measurement bench with full design details. The tenderer will be delivered the feasibility study results made by VTT and CEA for the component. The starting point for the final design will be based on these results.
2. Production
After the accepted design, the tenderer will manufacture two (2) underwater photon emission and transmission tomography measurement benches. The tenderer’s work will also include acceptance tests and the assembly of the device in the reactor in co-operation with VTT and CEA.
The objective is to start the work latest on April 2013.
It is foreseen at the moment that the design work takes ca. 1 year and the manufacturing another year. The devices should be ready finally by at the end of 2015.
VTT Technical Research Centre of Finland reserves the right to reject any candidate that do not meet the minimum requirements specified in the Annex 1 of the contract notice.
Tenderers shall have the right to use subcontractors. Tenderers shall be liable for any work carried out by their subcontractors as if their own. Consent must be sought from VTT Technical Research Centre of Finland before outsourcing any work to subcontractors.
